This is a notice of intent to award a sole source contract and is not a request for competitive proposals under the authority of FAR 6.302-1. The government intends to solicit a quote and enter into a contract with Stem Cell Technologies. Background The Clinical Center is a clinical research hospital providing medical services for patients participating in human research protocols at the National Institutes of Health (NIH). Clinical Center provides patient facilities, services for clinical investigations, research in related areas, and training programs for residents. The Department of Laboratory Medicine provides laboratory services for the NIH Institutes. As part of the DLM, the Molecular Hematology section provides Chimerism testing on various cell populations from bone marrow and stem cell transplant patients. Purpose The purpose of this purchase contract is to supply the proprietary reagents and consumables for the RoboSep Cell Separators, that is used to separate cell populations for Chimerism testing on various cell populations from peripheral blood of stem cell transplant patients. Obtaining a standing order will allow us to purchase in bulk at a discount, reduce paperwork and time spent on re-orders every month Stem Cell Technologies., is a small business under the NAICS 325413 is the only sole provider of the Consumables. Minimum Specifications These kits will provide enough reagents to process over 500 tests. Automated cell separation from whole blood samples. Each instrument processes 4 separations per run. Consumables are self contained and sterile. Technical service available Based on the above, I recommend this acquisition is awarded to StemCell Technologies., using the procedures in FAR 6.302-1 to satisfy government needs .The contractor’s price has been already established and consider fair and reasonable, funds are currently available in the amount of $32,028.00. The Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. All responses must be received no later than June 1, 2021 1:00pm EST. The resultant contract will be for delivery within 30 days from date of award on or before JUNE 30, 2021.
