A solicitation document will not be issued and quotations will not be requested. The Center for Cell Engineering (CCE), a part of Clinical Center is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported. Also, regarding Institute research support it. We will perform and monitor cell viability and cell metabolic environment to ensure the cell growth in health condition and cell product pass QC for clinical sample of lot release. The Vi CELL BLU Reagent Pack and Metaflex Solution Pack with their controls perform cell viability testing and metabolic parameter measurement for clinical CAR-T cell products and other cell products of lot release assays in CCE. The NIH, CC intends to award a firm fixed price purchase order to Beckman Coultier on a sole source basis only one source is capable of providing the supplies required at the level of quality required because the supplies or services are unique or highly specialized. The Vi-Cell BLU and Vi-Cell MetaFlex Reagent and Solution Pack are only reagents, which are compatible with Vi-Cell BLU and Vi-Cell MetaFlex Analysis System that we have in our lab. The Beckman Coulter is the only vendor that provides these reagents and consumables, and that also provides the best discount price for government. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
