A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC), The Center of Cellular Engineering (CCE) The Tow color microarray scanner we request to purchase will be used for profiling single cell western array generated from Milo system, Protein Simple have in PACT section, CCE/CC, and it is compatible with Milo system. We will use these systems to develop single cell western panel assays for clinical research and lot release assays for CAR products manufactured within CCE. No other comparable Clinically Approved equipment for single cell western assay on CAR T cell manufacturing. The intended sole source is the only known source to meet the scientific needs of the patients at the clinical Center.The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-MarketResearch. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting.
