A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC) Department of Laboratory Medicine (DLM), has a requirement to secure funds to procure the MALDI-TOF mass spectrometry instrument used daily for organism identification in the DLM is Microbiology Service and Sterility Testing Service as part of patient care testing of Clinical Center patients. The results generated by these instruments directly influence the treatment of patients in the NIH Clinical Center. The purpose of this procurement is to ensure that the Bruker Microflex SMART mass spectrometers continue to perform at their highest level to maintain quality patient care. If the mass spectrometers are allowed to function without regular maintenance, the systems will fail leading to unanticipated expensive repairs and prolonged down time that will negatively impact patient care. The NIH, CC intends to award a firm fixed price purchase order to Bruker Scientific on a sole source basis only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
