A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC),Critical Care Medicine Department (CCMD) intends to solicit a quote and enter into firm-fixed price service maintenance agreement, with BD Bio Sciences, a division of US BD Bio Sciences Service Contract, on the BD Cymetry equipment computer workstation that is critical for obtaining clinical testing laboratory support for patient care and research protocols to performs research and training in disciplines of Clinical Pathology. The service includes, full repair coverage preventive maintenance to be performed during twelve (12) months period including 2 PM Kits and 24 hour guaranteed response to request for emergency on-site services, no cap for all contracted equipment and on-site repair of units that is available Monday- Friday BD Bio Sciences is the sole proprietor of the device. There is no other known company that can provide the breadth and depth of knowledge of the unique instrumentation to properly service the device. Service engineer support is with factory-certified trainers who are kept up to date on all system updates and global customer feedback. There is no other known service organization that can replicate this level of training and expertise on the device. The NIH intends to award a one (1) year fixed price purchase order to BD Bio Science for twelve (12) month base period. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. The National Institutes of Health, Clinical Center, (Department of Transfusion Medicine) is conducting a small business market survey/sources sought to help determine the availability and technical capability of the following entities, as registered in SAM 8(a) Small Business HUBZONE Small Business Service Disabled Veteran Owned Small Business Small Business Veteran Owned Small Business Women Owned Small Business The purpose of this correspondence is to request the purchase of s service contract for the Svc Cont LSRFortessa SORP. Serial# : H647794L5026 , Coverage includes the BD, LSRFortessa Special, Order System with one Computer Workstation, 2 Preventive Maintenance Inspections. BD is the software proprietary and sole source of parts. The instrument must be serviced by BD since BD Biosciences is the only provider that can supply: instrument software revisions along with preventative maintenance inspections, technical telephone consulting and unlimited on-site service visits. This market survey/sources sought is not a request for proposals/quotes and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. SUBMITTAL OF RESPONSE: Please submit expressions of interest electronically in your own format to include documentation of capabilities in sufficient detail for the Government to determine that your company and its service possesses the necessary expertise and experience to compete for any acquisitions. Please ensure responses do not exceed ten (10) pages and are submitted in a single document. Responses shall be in sufficient detail to allow the Government to assess the capability of your organization. Responses shall specifically address the capability of meeting the requirements above, and also address the following areas: Past Performance: The capability statement shall show that the responder has sufficient relevant past experience under current or past contracts, in providing personnel to perform services similar to the requirements described above. These contracts must be in progress or competed within the past three (3) years. Staff Resources: The capability statement shall show that the responder has the ability to provide, on an as-needed basis for specific tasks, personnel with relevant and sufficient experience, skills and training to meet the requirements described above.
