It is the intent of the Department of Health and Human Services (DHHS), National Institutes of Health (NIH), Center for Information Technology (CIT), to award a sole source procurement to Zayo Group, LLC for the continued acquisition of Wide Area Network (WAN) Optical Services. The sole source contract will provide continued delivery of WAN optical services to include the installation and maintenance to support multiple off campus buildings in the Washington, DC, Baltimore, MD metropolitan areas and nation-wide sites. Services also include program and project management, change management, communications, and community outreach. The objective of the sole source contract is to acquire continued services to provide WAN Optical Services, which includes (1) Dark Fiber Connectivity to locations in and around the Washington DC Metropolitan, Baltimore Metropolitan, Frederick, MD areas and other sites 3 throughout the United States of America as required in support of the NIH and Department of Health and Human Services operating divisions mission; (2) The ability to provide colocation services for space leasing, connectivity services, and computing resources; (3) A robust start-to-finish management system that ensures compliance to local and federal standards. Start-to-finish management includes, but is not limited to, new service requesting process, installation testing protocols, delivery documentation, hand-off protocols, planned and unplanned outages of the WAN, and a clear service termination policy; and (4) A billing process and cost structure allowing for a) Monthly re-occurring costs for WAN optical services and remote hand-offs based on fixed price system; and b) Installation services based on a fixed price system. Zayo Group has been determined to be the only source that can fulfill this requirement by providing critical network services on the dark fiber circuits of the NIH community, including enterprise network services, wireless network services, and FACnet services. The sole source contract will consist of a 12-month base contract with four (4), 12-month option periods. This is not a Request for Quotations (RFQ) nor is a solicitation available.
