The government intends to award a sole source firm fixed price purchase order to Fluxion Biosciences, to procure Fluxion Cell Lines stably expressing the following human nicotinic acetylcholine (hnAChR) or human gamma-aminobutyric acid A (hGABAA) receptors. There are 9 different cell lines listed, each expressing a different subset of receptors. The different cell lines in this list are separated by “;”. The cell lines are: hGABAA ?1?2?2L; hGABAA ?2/?2/?2L; hGABAA ?2/?2/?2S; hnAChR ?7/ric3; hGABAA ?3/?2/?2L; hGABAA ?1/?3/?2; hGABAA ?5/?3/?2; hGABAA ?3/?2/?2S. These cell lines provided by Fluxion are the only cell lines available that stably express the required receptor subtypes and are optimized and validated by Fluxion for electrophysiology experiments measuring receptor activity levels. The government requires stable, not transient, expression of this receptor to complete method validation and to maintain consistency across experiments. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
