The government proposes to make an award to Quest Diagnostics to procure services for the analyses of blood samples. The vendor will provide assistance with logistics, including providing sample collection materials and shipping or courier services when available, and will provide results of the sample analyses expeditiously. These analyses are necessary to better understand the relationship between PFAS exposure and health effects. The need for this contract is significant as the government must comply with the NIOSH Clinical Laboratory Improvement Act (CLIA) Policy by using an external CLIA certified laboratory to analyze specific human biological specimens. Additionally, study sites may be located across the U.S. and the laboratory must be accessible from all states. Independently, and not as an agent of the Government, the vendor shall furnish the necessary facility, personnel, laboratory instrumentation, and all items and supplies necessary and shall exert its best effort to provide clinical laboratory analysis services in support of NIOSH OEHIA Study. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within three (3) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
