The National Personal Protective Technology Laboratory (NPPTL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) in Pittsburgh, PA have undertaken a study to evaluate the long term field performance and reliability of Self-Contained Self-Rescuer (SCSR)units deployed in U.S. underground coal mines in accordance with Federal regulations 30 CFR § 75.1714. In collection/testing phases that cover several years, NIOSH visits select U.S. coal mines, collects specifically identified field-deployed SCSR units by unit type and mine location, and returns them to NPPTL for testing on the Automated Breathing and Metabolic Simulator. The SCSR units that are collected for evaluation are replaced with new units from the same manufacturer and with the same model number maintained in storage by NIOSH at NPPTL. The next segment of this study involves testing Ocenco SCSR units and new Ocenco M20.3, EBA6.5, and EBA75 SCSR units must be acquired to replace those Ocenco M20, M20.3, EBA6.5, EBA75 SCSR units removed from the mines for testing and evaluation. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
