The government proposes to make an award to Plasma Services Group, Inc. This project aims to develop and validate a multi-pathogen multiplex assay for integrated disease detection. This utilizes the President’s Emergency Plan for AIDS Relief (PEPFAR) platform for broader disease surveillance and public health programming. Initially, the government will optimize a selection of the most common MTCT, newborn diseases, HIV co-infections, and partner country interests, including Human Tlymphotropic virus (HTLV) type 1 and 2. Data from this project will provide information on the proportion of HIV-positive individuals with other co-infections and characterize these individuals to inform public health prevention interventions. Equally, the detection of other infections, even in the absence of HIV, can guide future public health interventions. These samples will be used as reference specimens to help develop the multipathogen multiplex assay as well as be development material for other assays. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
