The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Parameter Generations and Control for 3 Conditioners and 3 Pre-Conditioners. The Tobacco Laboratories have had the PGC custom built chambers since 2013. Originally, an effort was made to seek other potential offerors such as Reliant Labs and Stellar Scientific. DLS called to verify if these companies had certification and training to build the environmental chambers. PGC was the only company that was able to build the environmental chambers and agreed to provide factory-trained service engineers to maintain the chambers and supply original manufactured parts as well as the latest software/firmware updates. At this point in the experiment, if DLS were to employ another company to re-build custom chambers, and to provide their own engineers to maintain the instruments, this would be extremely expensive. This is an ongoing study and to make any changes right now would be detrimental to the tobacco labs. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
