The Centers for Disease Control and Prevention (CDC) intends to solicit and negotiate a sole source contract with STCHealth, LLC (“STCHealth”), 411 S 1ST ST, Phoenix, Arizona 85004-2754. This notice is provided in accordance with FAR 5.203(a). This contract is part of a CDC initiative to achieve immunization information system (IIS) modernization requirements. Through this contract, CDC will procure information technology services from STCHealth for STCHealth to operate and maintain the IIS system changes that have been made to its IIS products to enable IIS connectivity to the Immunization (IZ) Gateway, a message router that provides a single connection point to all participating IIS. This contract will also provide for enhancing STCHealth’s IIS products to support reporting (external to the IZ Gateway) routine vaccination data to CDC and automating the reporting (external to the IZ Gateway) of COVID-19 vaccination data to CDC. Further, these contracts will involve enhancing STCHealth’s IIS products to connect to new IZ Gateway functionality including, but not limited to, the multi-jurisdictional query function and data submission to CDC via the IZ Gateway. The authority permitting other than full and open competition is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." STCHealth is the only entity capable of performing these services for the jurisdictions for which STCHealth provides IIS services because the IIS software it provides is proprietary. Therefore the software and system changes contemplated in this requirement can only be performed by the software owner, STCHealth. All responsible sources my submit a capability statement, proposal, or quotation to Joshua Houston, Contract Specialist, at pkf5@cdc.gov, which shall be considered by the agency. The deadline for submissions is March 15, 2022, at 4:30pm Eastern time. The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
