Inductive Health Informatics developed the original version of the TaqMan Array Card Data Management System (TAC DMS) minimally viable product (MVP) to meet the need of processing custom TAC laboratory test data files, facilitating data review across institutional users, interpretation of multi-target algorithms, and other critical data processing/management features. The custom database MVP was built and hosted by this vendor to manage complex specialized custom TAC data and including custom features for data review/interpretation. Based on this experience the support and development team has accumulated extensive specialized knowledge of complex TAC data management and processing and this vendor is the only vendor able to provide the required services for the data management system software for ongoing use in international respiratory disease surveillance projects. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
