The Centers for Disease Control and Prevention (CDC, NCEZID, IDPB) intends to award a sole source firm fixed price contract for a Service Agreement with Leica for Aperio AT2 and Versa 8 from Leica Biosystems (Deerfield, IL). These Histochemistry slide scanner instruments are highly specialized to scan human autopsy tissues. This instrument is under our Clinical Laboratory Improvement Amendments of 1988 (CLIA) and Quality Management System (QMS), and failure to be serviced by a vendor other than the manufacturer would require us to perform additional validation which would put an undue financial and time burden on our lab, including new testing requirements, procurement of needed testing supplies to support the validations and standard operating procedure changes to regulatory laboratory processes and maintenance log procedures. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). The projected Period of Performance for this action is for one (1) year plus four (4) one year option periods. This opportunity falls under the NAICS Code 334516 (SBA size standard: 1000 employees). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 5 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
