Period of Performance: 09/01/2022 – 08/31/2023 Title: CryptoNet epidemiology and laboratory Access database migration project to System for Enteric Disease Response Investigation and Coordination (SEDRIC) web-based software platform SECTION 1 – BACKGROUND The National Center for Emerging, Zoonotic and Infectious Diseases (NCEZID) is made up of seven divisions that work with partners throughout the United States and around the world to prevent illness, disability, and death caused by a wide range of infectious diseases – from the rare but deadly, like anthrax and Ebola, to the more common, like foodborne disease and healthcare-associated infections. Because the diverse workforces of these seven divisions include an equally broad spectrum of infectious disease expertise, we are better able to identify mysterious – and sometimes very lethal – illnesses, contain outbreaks that sometimes span many states, and save lives. In addition to divisions, there are two offices based in NCEZID – the Office of Advanced Molecular Detection and the One Health Office. These offices direct cross-cutting activities of high-priority topics for the center and the entire agency. The Division of Foodborne, Waterborne, and Environmental Diseases (DFWED) protects public health nationally and internationally through the prevention and control of disease, disability, and death caused by foodborne, waterborne, and environmentally transmitted infections. The CryptoNet epidemiology team works closely with the CryptoNet laboratory team to collect exposure data for confirmed Cryptosporidium cases using the CryptoNet case report form. Data collected on the case report form is manually reviewed and uploaded to an MS Access database. To reconcile the data, the epidemiology and laboratory teams must work closely to ensure case report forms are collected for sporadic confirmed cases as well as those associated with clusters/outbreaks. This reconciliation process requires significant efforts for manual entry and frequent quality control checks. To continue streamlining data management systems across the Division, we plan to migrate CryptoNet from MS Access into System for Enteric Disease Response, Investigation, and Coordination (SEDRIC). This process will streamline workflows during active cluster investigations, connect laboratory and epidemiologic data, minimize duplicate data entry, and maximize data completeness to improve speed and efficiency of detecting and responding to outbreaks and conducting enhanced case surveillance. The System for Enteric Disease Response, Investigation, and Coordination (SEDRIC) is customized commercial off-the-shelf web-based software from Palantir Technologies managed by CDC (see: https://www.cdc.gov/foodsafety/outbreaks/investigating-outbreaks/sedric.html). SEDRIC performs mission-critical work by facilitating collaborative multistate enteric disease outbreak investigations by integrating surveillance data in real time, visualizing outbreak data rapidly, and providing a secure platform for collaboration. SEDRIC has been successfully deployed and includes > 400 users across CDC, all 50 states, the U.S. Food and Drug Administration, and the U.S. Department of Agriculture’s Food Safety and Inspection Service. The current system provides users access to surveillance and outbreak dashboards, time trend maps, customizable traceback diagrams, and patient line list management capabilities. SUBSECTION A – DEFINITIONS SEDRIC: System for Enteric Disease Response, Investigation, and Coordination (see https://www.cdc.gov/foodsafety/outbreaks/investigating-outbreaks/sedric.html) DCIPHER: Data for Collation and Integration for Public Health Event Response SECTION 2 – PURPOSE The Waterborne Disease Prevention Branch (WDPB), Division of Foodborne, Waterborne, and Environmental Diseases (DFWED), National Center for Emerging, Zoonotic and Infectious Diseases (NCEZID), Centers for Disease Control and Prevention (CDC) seeks to procure consulting services from a qualified vendor to migrate CryptoNet into the System for Enteric Disease Response, Investigation, and Coordination (SEDRIC). The required results of the procurement are the completion by the vendor of the listed tasks to add the specified additional functionality to the SEDRIC system. This additional SEDRIC functionality will allow the CDC to more quickly identify and investigate multistate enteric disease outbreaks and prevent additional illness and deaths from these outbreaks. Expanding CryptoNet capabilities to meet the needs of multiple units in the Division aligns with the guiding principles of SIMSO (promote collaboration, empower scientists, encourage innovation, maximize value and flexibility, focus on outcomes, regularly evaluate), as identified through the 2019 DFWED Evaluation. Ultimately migrating this system to the DCIPHER platform will enable DFWED scientists to continue development in the future while providing seamless end-to-end capabilities across the Division, from CryptoNet cluster detection through to WDPB case surveillance, ensuring high quality technology that meets each phase of the surveillance data life cycle. The overarching goal is to migrate CryptoNet to the SEDRIC platform to streamline the linkage of epidemiology and laboratory data, improve cluster detection, and enhance data sharing capabilities across data systems. Future work entails continued development and maintenance, including developing control role-based system and data access, creation of a GUI for external data entry, allowing external users to design and save queries for future use, and developing interactive dashboards. SECTION 3 – SCOPE OF WORK The qualified vendor will provide software programming and engineering support and expertise to modify the System for Enteric Disease Response, Investigation, and Coordination (SEDRIC) to migrate CryptoNet and incorporate additional functionality and new features which will enable the CDC lab's workflow prior to triaging an event. These tasks include: 1. CryptoNet database migration into SEDRIC for real-time use 2. Duplicate CryptoNet Case Report Form 3. Reporting and visualization capabilities 4. Miscellaneous enhancements to improve usability of CryptoNet in SEDRIC SECTION 4 – TASKS TO BE PERFORMED The tasks to be performed for this acquisition, to be completed in current system architecture (Palantir Foundry cloud) or to be modified pending a future change in system architecture, are: TASK 1: CryptoNet Build within SEDRIC. CryptoNet has a specified set of variables that have not been previously integrated into SEDRIC. The contractor will need to create the views and workflows, with additional variables to capture the outbreak subtyping, sequencing, and cluster detection components identified from CryptoNet lab. Subtask 1.a. Add CryptoNet variables into SEDRIC ontology that do not currently exist, including system-generated variables, to enable investigators to both automatically and manually supply information about clusters and outbreaks. Subtask 1.b. Create new variables identified by CryptoNet lab and WDPB to help automate the workflow from identification to triage, including subtyping, sequencing and other laboratory components as defined by CryptoNet lab. Subtask 1.c. Set-up data views to mirror current CryptoNet instance including an object view that will need to be created for active investigations by responsible staff. Search functionality within this specified object will need to include staff, vehicle, pathogen, and outbreak code. An object view to append current outbreak object views will provide information on the current status of the cluster/outbreak along with notes, summaries, and pertinent public-facing links. Subtask 1.d. Create administrative control levels (ACLs) for different roles within CryptoNet data considering current Palantir Foundry ACLs for SEDRIC, including those with read only, read and write only, and administrative privileges will need to be assigned. Contractor will also obfuscate some data elements from external partners as the outbreak remains ongoing. ACLs will be editable by CDC Power Users, including the ability to remove data access for specific individuals, as needed. TASK 2: Duplicate CryptoNet “Case Report” Form. Contractors will create a quick and easy method for entering new confirmed cases that need to be created, via a form entry. TASK 3: Reporting and visualization capabilities. CryptoNet would like the ability to produce readily available reports for Division, Center, and beyond. These reports will need to be generated based on specific dates, and provide the same layout, structure, and information as currently exist in CryptoNet. Subtask 3.a. Create the reports, including the ability to export and share with external partners outside of SEDRIC. Ability for admin users to manually toggle which clusters and outbreaks appear on the report each week. Subtask 3.b. Create standard visualizations/object views for active cluster/outbreak summaries, including i. Number of active outbreak and cluster investigations by State ii. Histogram of the current number of cases for all active clusters and outbreaks iii. State view that includes numbers of clusters open within outbreaks and clusters and amount of cases to identify burden iv. Epidemiologic exposures by Cryptosporidium species, genotype, and subtype-specific results v. Ability to run duplicate queries Subtask 3.c. Create standard visualizations/object views for yearly cluster/outbreak and case surveillance summaries, including i. Year to date summary with comparison to previous year/years ii. Same/similar variables to the active investigation summary in 4.b. iii. Total submitted Cryptosporidium by Year iv. Total number of case reports received by Year v. Number of Submitted Cryptosporidium specimens/sequences by State vi. Number of case reports submitted by Month vii. Table of submitted Cryptosporidium specimen vs. Case report form by State Task 4: Usability Enhancements Subtask 4.a. Perform additional miscellaneous system enhancements to improve usability, including any issues identified after the CryptoNet transition to SEDRIC. Task 5 – Project Plan, Weekly Meetings, Quarterly Progress Reports, and Final Report I. The project plan shall cover details of the workplan for the completion of each task listed in the Statement of Work in Microsoft Word format. II. The contractor shall participate in virtual weekly update meetings to discuss work progress or any anticipated issues or concerns. III. The quarterly reports shall cover the following items: a. Accomplishments during the reporting period b. Difficulties encountered and remedial action(s) taken c. A brief summary of activities anticipated during the upcoming reporting period d. Personnel and other management changes (e.g. change in staff) e. Documentation of Functional and User Acceptance Testing. IV. The final report shall cover the following items: a. Accomplishments throughout the 12-month period b. Difficulties encountered and remedial action(s) taken c. A brief summary of activities d. Personnel and other management changes (e.g. change in staff) e. Recommendations. SECTION 5 – GOVERNMENT FURNISHED MATERIALS Access to SEDRIC and other CDC systems require access to CDC’s VPN to complete the tasks listed in this Statement of Work. CDC will provide the qualified vendor the necessary credentials to access SEDRIC and other CDC systems required to perform the stated tasks. CDC will provide off-site equipment and software for granting remote access to VPN and Smartcard PIV. Contractor must establish and maintain a property control system to account for all Government-furnished property provided under this requirement. SECTION 6 – OPERATING CONSTRAINTS PERIOD OF PERFORMANCE The period of performance for this acquisition is 12 months (09/01/2022 through 08/31/2023). PLACE OF PERFORMANCE The place of performance is the centers for Disease Control and Prevention – Roybal campus, 1600 Clifton Road, Atlanta, GA 30329 and/or remote system access from vendor locations. TRAVEL All travel shall be in accordance with the Federal Travel Regulations (FAR). Travel will be reimbursed for cost only. Travel is anticipated for three (3) in-person progress meetings to review work progress at CDC Campus (1600 Clifton Road, Atlanta, GA 30329) at key project points. The projected meetings are estimated for the first (1) month, sixth (6) month, and twelfth (12) month. Travel may be necessary for issuance of Smartcard PIV and Government-owned Equipment (GOE). SECTION 7 – DELIVERABLES/REPORTING SCHEDULE For each of the four tasks specified in Section 4 (TASKS TO BE PERFORMED), the vendor will perform: 1) Functional testing to determine if the specific requirements and specifications of the task have been accomplished, and 2) User Acceptance Testing with CDC SEDRIC and CryptoNet users to ensure the enhancements can handle required tasks in real-world scenarios, according to specifications. Documentation of Functional and User Acceptance Testing should be included in the Quarterly progress reports as specified below. SECTION 11 – MINIMUM VENDOR QUALIFICATIONS AND LEVEL OF EFFORT The System for Enteric Disease Response, Investigation, and Coordination (SEDRIC) is customized commercial off-the-shelf web-based software from Palantir Technologies, Inc. The vendor which provides the work for this procurement needs to be intimately familiar with the Palantir software platform as well as the specific implementation of the Palantir-based System for Enteric Disease Response Investigation and Coordination (SEDRIC). As such, the qualified vendor must be Palantir Technologies, Inc. or a Palantir Technologies, Inc. Preferred Partner. Preferred Partners have been authorized by Palantir, Inc to provide select forms of product support services. By selecting a vendor who has worked with the Palantir base-software systems, it will save the government time and money as the vendor will not have to spend time learning about current system architecture and implementation. They will be able to immediately begin the work proposed under this acquisition. If the procurement is not made, the Government will lose valuable time and money and be hindered in identifying sources of foodborne disease outbreaks. SECTION 12 – EVALUATION FACTORS 1. Technical Evaluation Factors: Understanding the Program/Requirement: Vendor shall discuss understanding of the scientific, technical, and assessment activities and requirements outlined in the statement of work. The vendor should clearly demonstrate their ability and experience ingesting and integrating bacterial enteric data. The discussion must provide a thorough description of the contractors’ understanding of how the program services will be achieved and what the intended outcomes will be. Methodology and Approach: Vendors are to provide a discussion of their technical approach for providing the services required in accordance with the statement of work. Provide a detail method, including specific objectives, proposed technical and scientific methods, potential problem analysis and resolution methods, evaluation techniques, project monitoring practices, and reporting methods for addressing each work area described in the state of work. Demonstrate knowledge and experience of current industry practice and applying innovative techniques. Personnel and Management: Vendors are to provide documentation that they are a current Palantir Preferred Partner having been certified to perform work on Palantir platform. Vendors shall identify all key personnel proposed for this requirement. Provide a resume of key personnel describing their experience, education, skills, and qualifications relative to the tasks necessary to accomplish the project. The backgrounds of the personnel should reflect the length and variety of the experience and expertise in tasks similar to the tasks required by this project and any relevant training. If subcontractors are proposed, provide information to support their qualifications. The resume shall provide a summary of the person’s qualifications, certifications, degrees held and other pertinent education; years of experience, unique qualifications, positions held and tenure with the organization; work history of the individual as it relates to anticipated tasks/work as a Palantir Preferred Partner, and any such work performed for CDC. Describe and explain the Project Management Plan for managing tasks, mitigating performance/schedule risks, and overall project management. Indicate the extent to which outside consultants or specialists will be used and evidence of their availability. This criterion will be evaluated according to the soundness, practicality, and feasibility of the Contractor’s technical approach for providing the services required for this statement of work. 2. Cost/Price Evaluation: Each cost/price quote will be evaluated to determine whether it is complete, reasonable, and consistent with the technical approach; whether it reflects a clear understanding of the requirements; and whether it contains balanced pricing. A price realism analysis of the proposal may be conducted for such purposes as determining an offeror’s understanding of the solicitation’s requirements or assessing risk associated with an offeror’s proposal. SECTION 13 – SPECIAL CONSIDERATIONS HHSAR Provision, 352.239-73: Electronic and Information Technology Accessibility Notice (a) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency.
