The Centers for Disease Control and Prevention (CDC), Office of Acquisitions, intend to award a sole source purchase order in accordance with FAR Part 13.106-1(b)(1), to BIO-RAD Laboratories Inc. 2000 Alfred Noble Drive, Hercules, CA 94547, to purchase GS HIV-1/HIV-2 PLUS O EIA 480 tests for detection of antibodies to human immunodeficiency virus types 1 and 2 (HIV-1 and HIV-2) in human serum, plasma, and cadaveric serum. The Geenius HIV-1/HIV-2 Supplemental assay is the only Food and Drug Administration (FDA) approved HIV test that distinguishes between HIV-1 and HIV-2. These kits and reader are only manufactured and available from Biorad-U.S. If another product were available, the laboratory would have to perform a lengthy validation study (over a year) to approve its use in the CDC laboratory. In the interim of the validation, CDC would not be able to perform any clinical testing since it is the first test used in the testing algorithm. Therefore, it is not in the best interest of the Government to use a different vendor as it would cause harm (financial and otherwise) that would not be reasonable. No request for quote will be issued based upon this notice of intent. This synopsis ends in 5 days in accordance with FAR 5.203 (a)(1). Any interested companies are welcome to submit their ability to provide the specified products via email to srehan@cdc.gov. Please include reference number (2022-63375) and respond by March 5, 2022 at 2 PM EST. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
