The Centers for Disease Control and Prevention intends to award a sole source firm-fixed price contract to obtain services from, Emory University, 201 Dowman DR, Atlanta, GA, 30322-1007. The Preventing Maternal Deaths Act of 2018, 42 U.S.C. 247b-12 (317K of the Public Health Service Act) authorized CDC activities supporting State and Tribal maternal mortality review committees (MMRCs) with an emphasis on efforts “to eliminate disparities in maternal health outcomes for pregnancy-related and pregnancy-associated deaths.” Many MMRCs lack the data, knowledge, and skills to incorporate community-level factors into identification of contributing factors to maternal mortality, which is important to successfully help eliminate disparities in pregnancy-related deaths. Expertise in training to use, maintaining and refining of, and incorporating community-level indicators in MMRC processes is required. This requirement is to maintain and refine existing community-level indicators and incorporate into MMRC case reviews established. Emory has established the Community Vital Signs dashboards and recommendations referenc the web portal for state MMRCs to access the Community Vital Signs dashbords, and a suite of trainings for state teams on using these resources. In building these resources, Emory University has also developed relationshiop and data sharing agreements with MMRCs. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 541511 Custom Computer Programming Services. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
