The Centers for Disease Control and Prevention (CDC), Office of Acquisition (OAS), intends to award a firm fixed price sole source purchase order in accordance with FAR Part 13.106-1(b)(1), to Vaxxinity 1717 Main street Ste. 3388, Dallas, TX 75201 to purchase UBI® SARS-CoV-2 Elisa Kit (P/N 600900). The UBI® SARS-CoV-2 Elisa kits are being used in an ongoing evaluation project and the consistency in using kits with the same antigen target and biological principle is needed to ensure the quality of data. The selection of the Bio-Rad Platelia SARS-CoV-2 Total Antibody kits was based on that fact that it has been approved for Emergency Use Authorization by the FDA (FDA-EUA only). Additional requirements we used to select the test kit was similar antigen targets from the spike S protein, human serum or plasma samples types and anticoagulants used as well as the type of platform used to perform the assay. The Bio-Rad Platelia SARS-CoV-2 Total Antibody assay can be performed using the microplate washer and spectrophotometer already established in the DGHT/ILB laboratory. Vaxxinity is the only commercial biotech company that supplies UBI® SARS-CoV-2 Elisa kits. Therefore, it is not in the best interest of the Government to use a different vendor as it would cause harm (financial and otherwise) that would not be reasonable. No request for quote will be issued based upon this notice of intent. This synopsis ends in 3 days in accordance with FAR 5.203 (a)(1). Any interested companies are welcome to submit their ability to provide the specified products via email to qaz7@cdc.gov. Please include reference number (2021-57633) and respond by July 23, 2021 at 3 PM EST. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
