The Centers for Disease Control and Prevention (CDC), Office of Acquisition (OAS), intends to award a sole source firm fixed price purchase order in accordance with FAR Part 13.106-1(b)(1), to Plasma Services Group to purchase COVID Plasma. Plasma Services Group is the only carriers of bulk specimens that are positive for SARS-CoV-2, with high antibody titer and using an anticoagulant that does not interfere with the SARS-CoV-2 ELISA kits that the CDC is currently using in the Division of Global HIV and TB (DGHT) project. Therefore, it is not in the best interest of the Government to use a different vendor as it would cause harm (financial and otherwise) that would not be reasonable. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 5.2 and 10 U.S.C. 2304(c)(1). No request for quote will be issued based upon this notice of intent. This synopsis ends in 15 days in accordance with FAR 5.203 (a)(1). Please include reference number (2021-57666) and respond by August 15, 2021 at 8 AM EST. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
