The Centers for Disease Control and Prevention, National Center for Health Statistics (NCHS) intends to award a sole source firm fixed price purchase order to Premier Healthcare Solutions to provide twelve (12) months of final, de-duplicated inpatient (IP) and emergency department (ED) data from hospitals for the calendar year 2020. The Premier databases contain data from selected hospitals that can provide supplemental data to specific sampling strata of the National Hospital Care Survey (NHCS) that have little or no hospital data collected directly through the survey. While other hospital databases exist, they do not necessarily contain the needed information to classify which hospitals fall into the strata specified by NCHS, or for all the data elements needed for the NHCS in both the inpatient and emergency department settings. These are contained in Premier’s hospital data. As such, these other databases do not have the ability to provide NCHS with data in a way that can be specified by hospital characteristics selected by NCHS, and can supplement the needed strata. The NAICS code for this action is 518210 and the small business size is $35.0 M. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and FAR Part 12, Commercial Items. Interested persons or businesses may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
