The Centers for Disease Control and Prevention’s National Institute for Occupational Safety and Health Department (NIOSH) PMRD-Ground Control Branch intends to award a sole source firm-fixed price purchase order to Engineering Seismology Group (ESG), Inc., for a Microseismic Monitoring System Sensors. NIOSH is currently using Paladin data acquisition units and the Hyperion Seismic Software, from ESG, Inc. Maintaining consistency in the seismic arrays is extremely important as the experiment entails microsiemic monitoring in untested conditions. All personnel who will be using these products have been specifically trained on this equipment. Purchasing different equipment would require additional training and more equipment equating to a larger financial investment. Other manufactures may be able to provide triaxial geophones, but we do not know if they will be compatible with our current system. Additionally, mixing components from two manufactures in a single seismic array may introduce an experimental variability which jeopardizes the results of the experiment. The timing of the project does not allow for experiments to determine how much variability will affect the results. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
