The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Crawley Creatures Unit 8 Swan Business Centre, Osier Way Buckingham, MK 181-TB, UK. Crawley Creatures is the only company that can produce this robotic head form that is needed to perform simulated coughs and breathing for COVID and influenza studies. The lab has already purchased 4 static headforms from Crawley Creatures and this robotic head form has the unique capability of performing facial and torso motions that simulate actions of a human. These movements can more readily assess the efficacies of various facemasks that can be fastened to the head form and provide the ability to approximate the actual "fit" of a mask when in use by a person wearing a mask. The robotic head form is compatible with the Crawley Creatures static headforms for consistency in experimental analysis. The head form was developed specifically for NIOSH. The head form is a medium size EN ISO 16976-2 standard and has a variable skin thickness based on the De Greef skin tissue study. The elastomeric skin is very soft 00-20 Shore 00 and it covers the whole head. The under-skull is made by a machined tooling board. The breathing tube is an ISO trachea with two sample ports, as the EN ISO 16900-5 head form. The head is mounted on a stainless-steel base. The cough and breaths from the simulator are humidified to approximate those from a human. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
