TITLE: The President’s Emergency Plan for AIDS Relief (PEPFAR) Project: Expenditure and Financial Resource Monitoring and Analysis, 2020-2025 OPDIV: Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH) Division of HIV & TB (DGHT), Economics and Health Services Research Branch (EHSRB) Background: This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the ability to provide in-country one-on-one technical assistance and training to PEPFAR-supported countries, CDC implementing partner organizations, CDC USG country teams, and CDC HQ units: on the understanding and completion of the annual Expenditure Reporting requirements; assisting in the development and collection of custom country Financial Resource Tracking (FRT) processes; and to support the use of the data for strategic planning and partner management in selected countries. History: The President’s Emergency Plan for AIDS Relief (PEPFAR) has led global efforts to better understand the cost of delivering care, treatment, prevention, and support services to those infected and affected by HIV in resource-poor settings. The PEPFAR Expenditure Analysis (EA) Initiative, led by CDC, evolved from the recognized need for timely cost information to improve management and increase efficient operations of PEPFAR programs. Developed by the PEPFAR Finance and Economics Work Group (FEWG), and the lynchpin of PEPFAR’s Impact and Efficiency Acceleration Plan, EA was designed with two central principles in mind: timeliness and usability. The benefits of EA to the global PEPFAR program has been recognized by the Office of Global AIDs Coordinator (OGAC) and country teams developing custom financial reporting processes to advance on the EA process. Over the last 2 years, EA has evolved into what is now known as Expenditure Reporting (ER). ER has the same goals and objectives of EA, with a greater alignment with the PEPFAR budgeting process through a shared classification strategy. Employing tools that utilize high quality expenditure and budget data help to quantify programs, improve accountability, and maximize smart investments, ensuring that PEPFAR can achieve more with finite resources and taking greater strides towards an AIDS Free Generation. The success of the PEPFAR Expenditure Analysis and now the Expenditure Reporting processes has continued the Secretary of State/Office of the Global AIDS Coordinator to make it an annual requirement for Country Operation Planning (COP). The NAICS code is 541990 - All Other Professional, Scientific, and Technical Services Period of Performance: 12-month Base Year with four (4) 12-month option periods The contract will include the following requirements Core Requirements: Provide business acumen working in Public Health environments in both domestic and international settings, with high ranking government officials, faith-based partner organizations, non-governmental organizations (NGOs), and Ministries of Health (MOH); Provide technical assistance and training on the understanding and completion of annual Budget/Financial and Expenditure Reporting requirements in PEPFAR-supported countries; Triage and field questions from CDC USG staff and implementing partner organizations for FRT content, allocation, completion, submission and provide support for data collection and cleaning process either virtually or in-person; Coordinate, with guidance from Centers for Disease Control and Prevention (CDC)/Center for Global Health/Division of Global HIV/AIDS/Economics and Health Services Research Branch (EHSRB) and CDC core country financial team and CDC counterparts responsible for financial resource traced data on the development of in-country processes to track financial data unique to CDC partners and utilization of online data collection systems for partner submissions; Coordinate, with guidance from Centers for Disease Control and Prevention (CDC)/Center for Global Health/Division of Global HIV/AIDS/ Economics and Health Services Research Branch (EHSRB) and in-country counterparts to provide local language translations of guidance documents, data collection template, and training materials; Coordinate, with guidance from Centers for Disease Control and Prevention (CDC)/Center for Global Health/Division of Global HIV/AIDS/ Economics and Health Services Research Branch (EHSRB) and in-country CDC counterparts with the development and delivery of regional training for implementing partner organizations and for CDC USG staff on the interpretation and use of financial data; Collaborate with Centers for Disease Control and Prevention (CDC)/Center for Global Health/Division of Global HIV/AIDS/ Economics and Health Services Research Branch (EHSRB) with the creation of evaluation processes to assist in using financial data to evaluate and conduct unique data analysis and publish findings where appropriate; Contractors must respond to all the following points, by indicating your experience and ability to provide: Knowledge of or the ability to provide understanding of The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), Public Health programs and the complexities associated with its frequently changing nature; Experience or the ability to provide written proof of public accounting certification Experience or ability to provide written proof to adherence to international tax and labor laws; Knowledge of or the ability to provide understanding of PEPFAR-supported partnership management in international settings Experience or the ability to provide understanding of the following: Economic Theory/Methodology Financial & Budget Monitoring Excel usage Data Visualization software Foreign Language Translation (Portuguese, French, Spanish) Meeting/Training Logistical Planning Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to Monica D.
