This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 2020-Q-42205, consisiting of a six (6) Month / Base Period and four (4) 12 Month / Option Year Periods, and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures for Municipal Waste and Recycling Disposal Services at NIOSH, Bruceton Research Center, Pittsburgh, PA. Categories of Waste Materials to be serviced under this contract: 1 Residual Municipal Waste- includes all non-hazardous, non-recyclable waste material placed in containers to be picked-up for disposal on-call at a landfill. 2 Single Stream Recycling- includes all segregated materials including cardboard, paper, empty clean type 1 & 2 plastic containers, small aluminum containers and other items designated for recycle processing. 3. Metal Waste Recycling- includes all large segregated iron, aluminum, copper and other metals delivered to a storage dumpster for on-call disposal. 4. Line Item Pricing for Supplemental One-Time Dumpster services as needed This pricing including monthly rental fees and delivery for 20 or 30 CY dumpsters for municipal waste or metal recycling. These services are used when needed. This acquisition is full and open. The NAICS Code for this synopsis/solicitation is 562111, Size Standard $41.5 million. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2020-05, Feb. 27, 2020. See attached: Request for Quotations (SF18), Statement of Work, FAR Clauses, Solicitation Provisions, and Wage Determination No. 2015-4236 Rev. 15. The quote format is at the discretion of the offeror, but offerors should include a separate technical and price quote. Your price quote should include a breakdown of labor and materials, management experience/expertise and associated costs. It is the offeror's responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions may be accessed via the Internet at website www.acquisition.gov. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the System for Award Management. To register apply via the Internet at http://www.sam.gov. Include FAR 52.212-3, Offeror Representations and Certifications with Offer or indicate if it is available online at SAM.gov. In accordance with the FAR 13.106-1(a)(2), offerors are notified that award will be made on the basis of lowest price, technically acceptable (LPTA). Technical acceptability is determined by conformance to the statement of work and other requirements, please see SF18. Offerors should include as much information as they determine to be necessary for the evaluator to determine technical acceptability. Offerors will be evaluated in accordance with FAR 13.106-2. A Firm-Fixed Price purchase order will be issued in writing to the successful offeror. No telephonic quotes will be processed.
