The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to the National Opinion Research Center (“NORC”) to provide non-cloud based data services for survey from NORC’s Amerispeak to field self-report, internet- or internet-and-phone-administered surveys sampled from the proprietary, existing, recruited (as opposed to opt-in), and nationally-representative panel to be part of the DRM Research and Development Surveys (RANDS). The NORC is the only known entity able to provide non-aggregated data from its proprietary, recruited, nationally-representative panel of survey participants for a given survey with data that is statistically comparable to existing NCHS data with the capability to provide a non-cloud based data solution as survey data or other CIPSEA-linked data cannot be stored or accessed through a cloud computing environment as required by the CIPSEA statute and internal NCHS confidentiality standards. This contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested entities may identify their interest by submitting evidence of their capability to perform the required tasks. This notice of intent is not a request for competitive quotations; however, information received within three (3) days of the issuance of this notice will be considered by the government in deciding whether to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
