The Centers for Disease Control and Prevention (CDC), Office of Acquisitions, intend to award a sole source purchase order in accordance with FAR Part 13.106-1(b)(1), to Illumina Netherlands BV, Freddy van Riemsdijkweg 15, 5657 EE Eindhoven, The Netherlands to purchase assay kits to use for Viral Special Pathogens laboratories. These assay kits will be used on Illumina equipment at CDC. These reagents are also used with approved protocols with our quality assurance for best practices in the BSL-2/4 labs. This will allow replication of specific experiments using the exact products that produced the original results. Changing brands or manufacturers would also compromise the project ensuring undue fairness, validity, and comparability of results to other investigators. It would also increase significant time and money in having to retest/validate all our standard operating assays and safety protocols, along with making these new procedures incompatible with past experimental studies, papers, and research in general. Therefore, it is not in the best interest of the Government to use a different vendor as it would cause harm (financial and otherwise) that would not be reasonable. No request for quote will be issued based upon this notice of intent. This synopsis ends in 3 days in accordance with FAR 5.203 (a)(1). Any interested companies are welcome to submit their ability to provide the specified products via email to krz3@cdc.gov. Please include reference number (2020-42914) and respond by February 27, 2020 at 3 PM EST. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
