The Center for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), Division of HIV Prevention (DHP), intends to modify the existing IDIQ contract 200-2017-93666 with Research Triangle Institute, 3040 E Cornwallis Rd, Research Triangle Park, NC 27709-0155 in order to increase the total IDIQ contract ceiling by $200,000.00 to allow for the completion of the requirements under the Task Order # 6. The statutory authority for this sole source acquisition is 41 U.S.C 3304(a)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541690, Other Scientific and Technical Consulting Services. The purpose of this indefinite delivery, indefinite quantity (IDIQ) contract is to acquire support in the following areas: 1) build and refine in MatLab a dynamic, compartment model of HIV transmission and disease progression in the U.S. population; 2) conduct analyses of HIV transmission and disease progression using the dynamic, compartmental model; 3) conduct HIV resource allocation analyses using the dynamic, compartmental and other models; 4) build, refine and conduct analyses using agent-based and network models of HIV transmission and disease progression; 5) conduct economic analyses of HIV prevention interventions; and 6) maintain a database of economic evaluations of HIV prevention interventions. The increase in the ceiling is needed to complete the requirements of Task Order# 6. Research Triangle Institute, is the only company that can be used to finish the requirement. As a result of this synopsis, no competitive solicitation will be posted on Sam.gov. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by April 6, 2022. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
