The Food and Drug Administration (FDA) is conducting a market survey to assess the availability and potential technical capability of small businesses as defined by NAICS code 325413 to provide salmonella, listeria and QCV Reagent Test Kits for the operation of the rapid screening VIDAS instruments at the FDA Northeast Food and Feed Laboratory The Food and Drug Administration (FDA) Northeast Feed and Food Laboratory (NFFL) These reagent kits, both Salmonella and Listeria are used as a screening test for Import and Domestic products regulated by the FDA. In addition, NFFL has several high priority assignments related to the collection of Environmental Swabs from food processing facilities that also require these rapid test kits. The utilization of these kits by the laboratory provides more timely screening and reporting of results to the collecting Districts. NFFL orders of the reagents will allow the lab to meet their sequencing needs more efficiently and timely. Minimum Technical Requirements: Kits shall have an expiration date of at least six (6) months Kits shall work seamlessly in the existing FDA-owned Vidas Instrument (Blue System, Model 99735) Shipments to the lab shall be of the same lot number Reagent Kits (Salmonella and QCV) shall be delivered every month Reagent Kits (Listeria) shall be delivered four times a year Deliverables VIDAS Salmonella - 6 Kits/Month - 1st Day of the Month - 72 annually VIDAS QCV - 6 Kits/Month - 1st Day of the Month - 72 annually VIDAS Listeria - 30 Kits/Quarter - Jan 1/April 1/July 1/October1 - 120 annually Inspection and Acceptance The COR will perform inspection and acceptance of reagents and services to be provided. The Project Officer – to be determined upon contract award - is the authorized representative of the Contracting Officer. The Government will accept goods, reports and services only if they conform to all terms and conditions of the SOW, and satisfy the performance standards developed under this SOW. The Government will reject non-conforming products and services. The Contractor shall correct any deficiencies within two 2 business days of when the Government issues the rejection notice. If the Contractor cannot correct the deficiencies within this time frame, the Contractor shall immediately notify the COR of the reason for the delay and provide a proposed corrective action plan within 1 day via email. Period of Performance The Period of Performance is as follows: Base Year: 9/21/20 –9/20/21 Option Year 1: 9/21/21 – 9/20/22 Option Year 2: 9/21/22 – 9/20/23 The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
