Notice of Intent to Sole Source - Advertisement Lease Space The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to OUTFRONT Media, 495 Lexington Ave Fl 17, New York, NY, 10174, in accordance with the authority under FAR Part 13.501(a). This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13, including subpart 13.5. The NAICS code is 541850 – Outdoor Advertising. The Food and Drug Administration (FDA), Office of Talent Solutions (OTS), is requesting the purchase of advertising lease space on Washington Metropolitan Area Transit Authority (WMATA), San Francisco Metropolitan Area for a period of twelve (12) months. Rapid advances in the science and technology of human drug development and manufacturing require FDA's human drug review program staff to keep pace with scientific advances and apply innovative methods and techniques to the review of new therapies. OTS has created a dedicated team charged with the continuous recruiting, staffing, and retention of scientific, technical and professional personnel to review new applications for human drugs. The OTS team is conducting proactive outreach to source qualified candidates and conduct competitive recruiting campaigns to fill vacancies that require top scientific technical and professional talent. Part of this continuous outreach is an FDA Branding Campaign that includes advertising to an audience of commuting professionals through broad Washington DC and San Francisco metropolitan areas multimedia (paper, electronics and mobile) advertising on trains, buses, individual stations and major transportation hubs. WMATA has confirmed that OUTFRONT Media is the sole source provider for the existing inventory of advertising space within the Washington Metropolitan Area Transit Authority Properties through June 30, 2020. The FDA has verified with the Washington Metropolitan Area Transit Authority (WMATA) and the San Francisco Bay Area Rapid Transit District (BART), Golden Gate Bridge, Highway and Transportation District, San Mateo County Transit District (SamTrans) that OUTFRONT Media is the sole source provider for bus, railcar and station facility advertising space for lease through the period of performance of this requirement. Additionally, OUTFRONT Media has verified that they are the exclusive owner and operator of the outdoor advertising sign structures in the major transportation junctions for the FDA’s target area throughout the period of performance. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform the requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed requirement based upon a response to this notice is solely within the discretion of the Government.
