The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Opum Labs, Inc. for data access. Optum Labs data is the only data that Division of Overdose Prevention (DOP) can use for the proposed project for following reasons: (1) Optum Labs data is the only large proprietary claims data that has a time lag smaller than 6 months. (2) Optum Labs data is the only large proprietary claims data that covers both commercially insured and Medicare population which is essential for the proposed project. (3) Optum Labs data is the only large proprietary claims data that offers linkable electronic medical records (EMR) data for part of its insured population and allows users to link EMR to insurance claims data. This linkage is essential for analysts at DOP to study objectives of this project. (4) Optum Labs allows users to access all data products through a secure and user-friendly virtual environment. This full access to the data is crucial for analysts at DOP to study research objectives of this project. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within six (6) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
