The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Carahsoft Technology Corporation for the purchase of Qualtrics Platform Licensing Agreement and Support. The Government desires to obtain access to a platform that combines a streamlined user interface with essential capabilities such as pre-screening, real-time recruitment monitoring, and the potential for future integration of processes like scheduling and remuneration. The platform must be able to accommodate the complexities required for the Collaborating Center for Questionnaire Design and Evaluation Research’s (CCQDER's) workflow. With an estimated 8-12 projects each year requiring between 200-500 participants total, the current labor-intensive recruitment approach—characterized by extensive phone calls and manual scheduling—highlights the urgent need for this particular platform. The anticipated period of performance is 09/22/2025 through 09/21/2026. This contract action is for licensing and support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6 “Limiting Sources” and 41 U.S.C. § 3304(a). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received prior to the date and time below will be considered by the government. NOTE: Interested vendors must clearly provide evidence of their capability to be considered. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract is to secure a license agreement to use the Qualtrics XM (dba ‘Qualtrics’) platform to support CCQDER's workflow which will be considered the NCHS Recruit Hub. The NCHS Recruit Hub project will primarily serve employees of CCQDER, who will utilize the system under a licensing agreement. This platform is designed to enhance the management of Survey Participant contact and demographic data, as well as streamline the scheduling and advertising processes for recruiting potential survey participants. Specifically, it will facilitate the organization of cognitive interviews, focus groups, and in-depth interviews conducted by CCQDER on behalf of various NCHS offices and programs.
