The Contractor shall provide fingerprint-based criminal history check adjudication services for ORR Grantee employees, and fingerprinting services for sponsors and household members. Adjudication Services include reviewing of fingerprint background check results and applying established criteria to any criminal history to determine whether applicant may proceed with their employment application or qualify for additional review. The contractor shall process and produce favorable/unfavorable background adjudication services using a set of pre-described standards provided by ORR. The contractor shall provide adequate documentation, use professional judgment, and review all available facts when conducting adjudication services. These services should be readily accessible and located within 20 miles of the ORR facility where the applicant is employed. The contractor should provide fingerprint locations within 5 miles of sponsor/household member addresses. The contractor must have a means to transmit fingerprint outcomes to ACF/ORR.
