The purpose of this contract is to develop region-wide local in-network Continuums of Care (COC) for unaccompanied children who meet special population criteria, by connecting licensed, high quality care providers experienced with serving special population youth. The COC for special population unaccompanied children includes care for those unaccompanied children who meet criteria for Secure Care, Diagnostic Center (DC) Care, Psychiatric Residential Treatment Facility (PRTF) Care, Residential Treatment Center (RTC) Care, Therapeutic Group Home (TGH) Care, and Staff Secure (SS) Care. Given the arrival of unaccompanied children to the US is not pre-determined and the quantity and type of bed requirements for unaccompanied children in ORR custody is unpredictable, the contractor shall maintain a program structure and approach for having a full scope of special population placements available for unaccompanied children upon contract award and maintain a mainstay-capacity with ability to ramp up additional placements in the event of surges, and upon the government’s need for additional special population placements along the COC. In cases where new facilities are being secured and prepared to meet this requirement and require ramp up time for construction, major renovations or upfitting, program approaches shall include facility and location justifications and corresponding budgets and reasonable timelines with milestones for consideration to be negotiated.
