CDC awarded modification number 00001 to contract number 75D30120C08008 to Rush University Medical Center, 1653 W Congress Prkwy, Chicago, IL, 60612-3833, on 22 March 2022, in the amount of $5,874,125.14. This notice makes available a Justification and Approval for Other than Full and Open Competition (J&A) that applies to this contract. This contract modification was issued under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The objective of contract 75D30120C08008 is (1) determine the outcome of SARS COV-2 infections among different age groups in the US population, and (2) determine if association of age with outcome varies among different populations, as defined by sex, race/ethnicity, presence of specific underlying conditions. This contract modification includes an expansion of the study population and the period of performance. CDC requires the contractor to expand the number of cases and controls to approximately 3,000 each (6,000 total) which will result in a 1:1 ration for cases and controls. The study design is also updated to follow all participants up to a maximum of 27 months, based on enrollment date, with data collection ending on 1 March 2023. This results in an extension of the study period of performance through 31 August 2023. In accordance with the attached J&A, Rush has completed all of the INSPIRE work to date, completed the alignment of the Hugo data management platform across eight (8) sites and is working on the study activities with the current enrollment. Therefore, Rush is the only contractor able to complete these study refinements including providing for a better comparison of cases to controls, achieving a higher target population, extending the current follow-up duration and study period, and using more robust Hugo data elements. The attached J&A is being made available within 14 days of contract award in accordance with FAR 6.305(a) and will remain active for 30 days in accordance with FAR 6.305(d)(3).
