Provide interpretation and translation for all ORR programs, to assist in communication with UC, UC sponsors, children admitted into the URM program, refugees, and other populations, as needed. Interpretation and translation services include: 1. Onsite in-person interpretation; 2. Remote telephonic and/or video interpretation, when onsite interpretation is not available or appropriate; 3. Sign language interpretation (inc. two-way communication); 4. Document translation.; and 5. Cultural support and navigation. Generally, in-person interpretation should be preferred, especially in cases of long-stayers or eligible populations requiring prolonged services and supports. Also, in-person interpretation isn’t a one-to-one ratio rather an in-person interpreter can be matched to three to five recipients of ORR services depending on the age and level of need. Deployment of in-person interpretation requires COR approval, and the COR determines the ratio between interpreter and recipients of ORR services. Remote interpretation should be a stopgap measure, to be used while in-person interpreters are identified and deployed or in cases in which recipients of ORR services are not anticipated to require prolonged services or supports. To facilitate service delivery, the vendor will use qualified, certified interpreters and translators. The vendor will establish, maintain, and grow a network of qualified interpreters and translators to serve ORR’s needs.
