This Request for Information is to seek sources capable of providing a secure level of placement for the UC population. The care provider shall be licensed in their respective state to operate as a secure facility that houses juveniles with issues surrounding violence and criminal behavior. The secure care provider shall provide on-demand secure placement care for UC in the custody of the Office of Refugee Resettlement (ORR) who meet the following placement criteria: (1) Are charged with a crime, are chargeable with a crime, or have been convicted of a crime; or are the subject of delinquency proceedings, have been adjudicated delinquent, or are chargeable with a delinquent act. (2) Have committed or have made credible threats to commit a violent of malicious act while in ORR custody. (3) Have self-disclosed violent criminal history prior to placement in ORR custody that requires further assessment. (4) Have committed sexual abuse, where there is coercion by overt or implied threats of violence against another person and/or there is an immediate danger to others.
