The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Becton, Dickinson and Company. Antibody-dependent cell-mediated cytotoxicity (ADCC) assay is relatively new in the field of influenza serology. A flow cytometry-based ADCC assay has been set up to measure influenza virus-specific ADCC- mediating serum antibodies after influenza vaccination or infection in humans, with the goal to evaluate the potential role of the ADCC-mediating antibodies in correlation to protection against human influenza infection. The vendor, BD Biosciences Business Unit of Becton, Dickinson Company is a well-established supplier, leading in the field of flow cytometer business. All the flow cytometers of the Influenza Division have been purchased from this vendor and the maintenance services have been covered under a group service contract from this vendor. Moreover, the vendor provides the only analytical flow cytometer that fits our need. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10)days of the issuance of this notice will be considered by the government. A determination by the government not ten compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
