The Centers for Disease Control and Prevention (CDC) National Center for Environmental Health (NCEH) in Atlanta, Georgia, intends to negotiate a sole source contract with Government Scientific Source Inc. under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures, and 41 U.S.C. 3304(a)(1). The contract will fulfill a CDC/NCEH requirement for JANUS G3 Expanded, 8-tip, IVD liquid handling robot from PerkinElmer Health Sciences Inc. to conduct NHANES analyses using the folate microbiologic method and the hemoglobin sodium lauryl sulfate method. In order to meet current methodological needs and permit flexibility for any method changes to be implemented, the system must have: (1) The ability to perform 8-channel pipetting with variable spacing of 9 to 40 mm (2) The ability to use both fixed tips and disposable tips ranging from 20 to 1000 L (3) The ability to pipette 5 L at <2% CV by use of a disposable tip and 50 L at <1% CV by use of a fixed tip (4) The ability to eliminate carryover to <1 ppm by use of a peristaltic tip flushing Rev. 5/14/19 system (5) The ability to perform liquid-level sensing in the z-direction and detect volumes as low as 50 L in microplates and 100 L in tubes (6) The ability to be equipped with 500 L syringes and accommodate syringe volumes ranging from 250 to 10,000 L (7) The ability to accommodate the equivalent of up to 32 microplate-equivalent spaces on a tile deck (8) The ability to accommodate limited laboratory space suited for an instrument of maximum dimensions of 62” wide x 33” deep x 34” high (9) The ability to transfer liquid handling protocols developed in WinPREP software Additionally, the vendor providing the instrument with the capabilities stated above must also be able to accept our existing JANUS liquid handling system as a trade-in (SN: DG09106815), and perform all services associated with the dismantling and removal of the existing instrument, as well as install and verify performance specifications of the new instrument. The JANUS G3 Expanded 8-tip IVD equipped with the Versa-Tip HD PLUS Roborack option and WinPREP software provided by PerkinElmer, Inc., is the only instrument that is addresses our need of a replacement of equivalent design, performance, and upgrade capabilities to be used interchangeably and in parallel with a remaining JANUS liquid-handling system and is the only instrument that meets all our stated requirements. Government Scientific Source, Inc., is the only federal supply schedule business (GSA contract GS-07F-5934R) capable of providing the instrument and all services associated with the trade-in and instrument installation. This is a notice of intent and is not a request for competitive quotes or proposals. No solicitation is available. Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within five (5) days of publication of this notice. All information received within 5 days of publication of this synopsis will be considered by the Government to determine if additional firm(s) can meet the Government's requirements and is/are capable of providing the necessary services.
