The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Waters Technologies Corporation sample preparation consumables. The requested products are laboratory consumables and supplies needed for sample preparation and liquid chromatography analyses in related to CLIA compliant laboratory methods mentioned. As part of method development for these projects, specific chromatographic consumables and supplies have been selected and validated for product efficiency and other possible interference that could otherwise impact the quality of the laboratory data obtained. These lab consumables include specific brand and model sample solid phase extraction well plates, analytical columns, extraction cartridges that are used for critical sample preparation procedures for different projects within the Protein Biomarkers Laboratory. For example, the Acquity UPLC and nanoEase columns are needed to separate analyte in a chromatographic instrument before mass spectrometric analysis of the analyte. These model of UPLC columns were chosen due to great analyte separation and we were able to obtain high quality laboratory data as a result of the usage of the column. The ruggedness of these products and consumables have been fully tested during months of method validation for each method and therefore it is imperative to the continuous usage of these products to ensure continuity of measurements and consistency of data. As a result, only the requested products from Waters can properly maintain the existing sample preparation procedures to ensure the quality and the reliability of the data acquired in compliance to CLIA requirements and following the Standard Operation Procedures (SOP) for all the methods. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
