The Centers for Disease Control and Prevention intends to award a sole source, firm-fixed price purchase order to Ametek for laboratory instrumentation maintenance. The purpose of this procurement is to obtain a service agreement, including technical maintenance and service support, for the AMETEK instruments operated in the Division of Laboratory Sciences, specifically the High Purity Germanium (HPGe) Gamma Ray Spectrometry and Alpha Spectrometry Systems. The Division of Laboratory Sciences (DLS/NCEH/CDC) is congressionally defined by the Federal Response Framework, along with the Nuclear/Radiological Incident Annex, to be the single location for measuring radiological warfare agents or their metabolites in humans. This service agreement would ensure timely repairs to minimize downtime, optimize instrument performance, and would be at a set cost regardless of the number of calls made. AMETEK laboratory instrumentation is used in analyses performed for radiological terrorism and emergency response, and in research and development to establish new analytic methods; therefore, these instruments must be operational at all times to provide emergency response capabilities. These instruments are highly complex with integrated computer operations and dedicated software, and their proper maintenance and repair requires a high degree of technical skills and long-term familiarity with the instruments. Because of CDC’s emergency response role in environmental studies and response to radiological terrorism incidents, it is critical that the downtime due to repairs is minimal. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
