Background The Department of Energy Federal Energy Management Program (FEMP) was established to assist federal government agencies with meeting energy conservation goals. The Energy Policy Act of 1992, P.L. 102-486 (codified as 42 United States Code [USC] 8256) authorized executive agencies to participate in utility programs offered by utilities. The National Defense Authorization Act of 2007, P.L. 110-3 (codified as 10 United States Code [USC] 2913) also provides additional authorization for Department of Defense agencies to participate in utility programs, as well. The common term for the limited-source, turnkey contract between a federal agency and a serving utility is Utility Energy Service Contract (UESC). Since 1992, NREL has provided project assistance, identified effective contracting methods and strategies, developed and provided educational resources to streamline the acquisition process to optimize the benefits to agencies using 42 USC 8256 to implement energy projects. Objective To acquire consulting expertise to enhance NREL’s ability to assist federal agencies with implementing efficiency, renewable and water conservation projects which support the Executive Order 13834 Efficient Federal Operations using the utility energy services contracting (UESC) vehicle.
