The National Renewable Energy Laboratory (NREL) is a national laboratory of the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), operated and managed by the Alliance for Sustainable Energy, LLC. NREL advances the science and engineering of energy efficiency, sustainable transportation, and renewable power technologies and provides the knowledge to integrate and optimize energy systems. Located in the foothills of Golden, Colorado, NREL is the only federal laboratory dedicated to the research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. The Alliance for Sustainable Energy, LLC (the Alliance), as the Prime Contractor for the DOE to manage and operate NREL, is seeking a subcontractor that will partner with the Alliance to execute a specific portfolio of construction projects planned for the NREL campus over the course of the next five years. The Cooperative Construction Contracting Approach (CCCA) is a pilot program authorized by the DOE that will allow the Alliance to work with a single partner (subcontractor) for construction portfolio planning and the implementation of projects greater than or equal to $10M. Currently, the entire portfolio of projects of this magnitude are executed with a design-build delivery method; however, the final CCCA agreement may also leave room for smaller projects that are construction-only should that need arise and with approval of the DOE Contracting Officer. The Alliance intends to competitively solicit for a CCCA partner that will also serve as the design-builder for NREL’s Energy Materials Processing at Scale (EMAPS) project, which will be the first project in the portfolio planned to be issued under the CCCA agreement. The selection process for the CCCA partner/EMAPS design-builder is expected to be a three-step procurement: 1) selection of potential sources from this SSN, 2) Request for Qualifications (RFQ), and 3) Request for Proposals (RFP). Step 1 Selection (SSN): Parties that meet the minimum criteria outlined herein are encouraged to submit their capabilities statements. Submitted capabilities statements that meet the Alliance’s stated criteria will be included in the source list to receive the planned RFQ. Step 2 Selection (RFQ): Once the source list is compiled (the Alliance reserves the right to add additional sources to the source list at its discretion), the Alliance will send each potential source the RFQ. Sources will then be asked to submit qualifications for the team according to the instructions in that document. The Alliance will then evaluate the submitted qualifications against the selection criteria. It is anticipated that the top three respondents will then be invited to propose during the RFP process. Step 3 Selection (RFP): In this third and final step, offerors will be asked to demonstrate their technical approach to the EMAPS project by submitting a concept design. Other documentation will also be required including the ability to cultivate small business protégé relationships (at least two) throughout the CCCA agreement and the development and implementation of a Diversity and Inclusion plan. At the conclusion of the three steps, the Alliance intends to enter into a single Task Ordering Agreement (TOA) with the selected offeror for a maximum period of 5-years (CCCA agreement is currently planned to be an initial 12-month basic ordering period plus four 12-month option periods, bilaterally exercised based on the success of the projects and program). The CCCA TOA will have a combined ceiling of $500,000,000. That ceiling will be individually scoped and funded on a project-by-project basis with EMAPS as the planned first project (task order) issued from the CCCA TOA. Future projects/task orders will be collaboratively initiated, designed, and ultimately constructed once EMAPS is well under way. It is important to note that the ceiling is not a guaranteed commitment and represents a threshold limit of cumulative work for the entire five-year agreement. The overarching CCCA TOA and EMAPS task order are planned to be awarded to the same selected subcontractor at the same time. The CCCA Definition: The proposed CCCA pilot program and TOA is an integrated project delivery approach whereby NREL enters a competitively sourced contracted partnership with a single entity for the delivery of a construction portfolio consisting of highly specialized/complex construction and general construction projects greater than $10 million each. The selected partner (a demonstrated expert design-build contractor in large scale construction) will be an integrated member of NREL’s project planning team working in both an advisory and delivery capacity. Each individual design-build project will be issued as a task order under the CCCA TOA. CCCA Project 1- EMAPS Definition: In addition to the CCCA TOA, NREL intends to solicit competitive proposals for the first task order. The EMAPS task order will be for a firm fixed price performance-based design-build project with an incentive fee structure. EMAPS is planned to be an approximately 120,000 GSF multi-purpose laboratory facility to facilitate multiple areas of research including electrons-to-molecules, advanced electrification, green process innovation, advanced biology and chemical processing, and pilot scale process integration. The space program will include laboratory and administrative spaces with a focus on research collaboration. Energy efficiency and sustainability concepts will be heavily emphasized. The anticipated budget for a design-build task order award is $110,000,000 to $130,000,000 (one hundred and ten million to one hundred and thirty million dollars). Future CCCA Portfolio Definition: NREL offers many opportunities to the local construction, architectural and engineering communities because of the requirement to maintain, improve, and build upon the laboratory’s facilities and sites. The NREL South Table Mountain (STM) Campus in Golden, Colorado and the Flatirons Campus off highway 93 near the Jefferson County and Boulder County line represent both the past and future of energy efficiency and requires modifications to continue to support the mission of DOE & EERE. Construction and design-build projects are planned on both campuses to use the existing structures and spaces as efficiently as possible while also increasing the usable square footage to maximize research capabilities. The projects planned in the next ~5 years will primarily consist of major laboratory or support facility construction as well as renovations and large-scale infrastructure projects. The project portfolio will involve complex research laboratories, high hazard occupancy, office space, safety enhancements, and infrastructure sitework. CCCA Partner Requirements: Size: Given the complexity of the portfolio of work planned for the CCCA TOA holder, NREL is seeking a business that has at least $200M annual gross receipts for each of the preceding three years. The CCCA TOA will require the selected offeror to have at least two small business proteges and each order issued from the CCCA TOA will require a Small-Business Subcontracting Plan (SBSP) wherein the work to be performed is not self-performed by the CCCA holder. The work on the SBSP must largely be completed by small businesses with annual gross receipts ranging from $10,000,000 to $39,500,000.
