The objective of this work effort is for selection of 3-6 regionally diverse subcontractors to support NREL in the development of resilient energy systems for island and remote communities. This support will include identification of vulnerable communities as well as stakeholder engagement on the topics of energy, resilience, energy education, and development and implementation of long-term energy planning. The objective of the multiple party selection is to select a cohort of independent subcontractors which, as a group, have comprehensive, extensive community connections with and coverage of island and remote communities within the United States (e.g. CONUS, protectorates, Alaska, and Hawaii). We are specifically seeking regional expertise, not a high-level association of organizations that work regionally. The subcontractors will need to demonstrate longstanding community knowledge and interactions within the region they propose to assist. Using their existing community networks and outreach mechanisms, the subcontractors will develop energy expertise and engagement with resources from the national laboratory system. Showcasing technical expertise in a specific energy field is not necessary for this effort, although an ability to develop or articulate the core energy issues and challenges from the perspective of local communities is required. Demonstrated areas of strength should include community development and local governance and cultural knowledge.
