Accordingly, if an RFQ is issued, all interested Offerors shall identify in their proposal response any class of SCA or DBA applicable service employees proposed to perform work under any resulting contract and either directly or indirectly match all proposed labor classes to those specifically listed in the applicable wage determination. To indicate that your company meets the requirements for this opportunity, Offerors shall respond Yes or No to EACH mandatory requirement and provide a statement of confirmation. Stage 2: Request for Quote (RFQ) Upon completion of Stage 1, only Offerors that meet the mandatory requirements will be selected to participate in the competition and will receive an RFQ. The RFQ will contain the full statement of work. Mandatory Statement of Work The Offeror shall provide the following services for the SNL/Washington D.C. (SNL/WDCO) suite located at 950 L'Enfant Plaza Southwest Suite 110 as directed by the Sandia Delegated Representative (SDR): 24 hours a day/7 days a week on-call armed security response by an armed special police officer to activated alarms within 15 minutes of being contacted by the SDR (National Technology & Engineering Solutions of Sandia (NTESS) site manager or the NTESS Facility Security Officer (FSO)) and Onsite security services by an unarmed onsite security officer, who shall be unarmed with non-lethal equipment in accordance with Washington, D.C. laws and regulations and shall be present within Suite 110 from 7:30 am to 5:30 pm EST, Monday through Friday except for noted holidays identified in the NTESS Normal Workweek, Work hours and Holidays clause. This is an optional service if requested by the SDR and shall be exercised by an amendment to the subcontract by the Subcontracting Professional (SP). Mandatory Requirement 1: U.S. Based Company The Offeror shall provide confirmation and evidence that the Offeror is a U.S. based company. REQUIRED RESPONSE: Offerors shall respond Yes or No to this mandatory requirement, provide a statement of confirmation that the company meets this mandatory requirement and provide the company's physical address. Mandatory Requirement 2: Licensed Security Agency The Offeror shall provide confirmation and evidence that the Offeror is a licensed Security Agency with the D.C. Department of Licensing and Consumer Protection (DLCP). RESPONSE REQUIRED: Offerors shall respond Yes or No to this mandatory requirement, provide a statement of confirmation that the company meets this mandatory requirement and provide a copy of the company's current Security Agency License or License number issued by the DLCP. Mandatory Requirement 3: Current Active Facility Clearance The Offeror shall provide confirmation and evidence that the Offeror has a current active facility clearance with a valid Department of Energy (DOE) Facility Code or Department of Defense (DOD) Commercial and Government Entity (CAGE) code. REQUIRED RESPONSE: Offerors shall respond Yes or No to this mandatory requirement, provide a statement of confirmation that the company meets this mandatory requirement and provide the company's Department of Energy (DOE) Facility Code or Department of Defense (DOD) Commercial and Government Entity (CAGE) code. Mandatory Requirement 4: Licensed Security Officers & Special Police Officers The Offeror shall provide confirmation and evidence that the security officers and special police officers offered under this sources sought are licensed with the D.C. Department of Licensee and Consumer Protection (DLCP). REQUIRED RESPONSE: Offerors shall respond Yes or No to this mandatory requirement, provide a statement of confirmation that the company meets this mandatory requirement and provide the license number for each security personnel offered for this sources sought opportunity. Mandatory Requirement 5: Personnel Security Clearance The Offeror shall provide confirmation that the Offeror has the ability to provide licensed security officers with active Personnel Security Clearances through the Department of Energy (DOE) or Department of Defense (DOD) at the DOE Q level or equivalent from 7:30 am to 5:30 pm EST, Monday through Friday except for the noted holidays identified in the NTESS Normal Workweek, Work hours and Holidays clause of the subcontract. REQUIRED RESPONSE: Offerors shall respond Yes or No, provide a statement of confirmation that the company meets this mandatory requirement, and provide a confirmation that the Offeror has a minimum of three (3) cleared licensed security officers on roster and/or available to provide the services listed in the Statement of Work listed in this Sources Sought. Mandatory Requirement 6: U.S. Citizens The Offeror shall provide confirmation the security officers and special police officers offered under this sources sought are United States Citizens. REQUIRED RESPONSE: Offerors shall respond Yes or No to this mandatory requirement and provide a statement of confirmation that the company meets this mandatory requirement. Mandatory Requirement 7: Corporate Experience The Offeror shall have a minimum of 5 years of verifiable experience providing 24 hours a day/7 days a week on-call armed security response services. REQUIRED RESPONSE: Offerors shall respond Yes or No to this mandatory requirement, provide a statement of confirmation that the company meets this mandatory requirement and provide 3 contract references with Points of Contact (name, phone number and email) from prior contracts within the last 5 years.
