Overview SLAC National Accelerator is a one of 17 Department of Energy national labs, pushes the frontiers of human knowledge and drives discoveries that benefit humankind. We invent the tools that make those discoveries possible and share them with scientists all over the world. SLAC sits on 426 acres of Stanford University land and is managed by the University for the U.S. Department of Energy (DOE). We started nearly 60 years ago as a place to discover fundamental particle and forces. Today, we deploy our scientific talent and technology from mile-deep caverns to an orbiting satellite in the search for dark matter, dark energy and the fundamentals nature of the neutrino. SLAC is the world-leading laboratory in X-ray and ultrafast science owing to our expertise developing critical accelerator concepts such as the Stanford Synchrotron Radiation Lightsource (SSRL) and the Linac Coherent Light Source (LCLS). As steward of renowned user facilities, SLAC hosts, supports and collaborates with more than 4,000 U.S. and international researchers at SSRL, LCLS, the Facility for Advanced Accelerator Experimental Tests – II (FACET-II) and cryogenic electron microscopy (cryo-EM) facilities. The SLAC campus is a combination of administrative and laboratory buildings set in a campus environment but also includes light industrial infrastructure comprised medium voltage and mechanical systems, some of which are in radiologically controlled areas, to support the laboratory’s mission. SLAC is located at 2575 Sand Hill Road, Menlo Park, CA 94025. 2. Background SLAC continues to drive the development of new X-ray science and particle physics with unprecedented performance and advanced instrumentation. Major investments in SLAC’s infrastructure are necessary to support the laboratory’s mission and growth in the next 5 to 10 years. Both direct (Federally DOE funded) and indirect (SLAC funded) infrastructure investments will be made to close capability gaps and maintain mission-ready facilities today and into the future. Infrastructure investments in the next 5 to 10 years will include modernization of existing facilities, revitalization of backbone utility infrastructure and construction of new above and below-grade experiment halls and/or workspaces. Moreover, supportive improvements such as data center, guest house, storage/warehouse, maintenance facilities, guard booths, stormwater retention basins/tanks may be necessary to support the continued growth at SLAC. Employees at SLAC are highly collaborative. Our in-house scientist, engineers, technician, architects, project managers and operation managers commonly work together to strategize, plan, manage, execute, and complete construction projects. Depending on project size and scope, project team members routinely report to DOE, Stanford University, SLAC advisory committees and inspection group, as well as local regulatory agencies. 3. Potential Scope SLAC is looking for a strategic partner to provide phased program management and staff augmentation services to assist our employees with delivering the large number of infrastructure upgrades and scientific build-outs over the next 5 to 10 years. Based on current projections, SLAC anticipate 5 to 7 infrastructure projects to be included as part of the program with the total program cost in the range of $800M to $1.2B. The projected staffing resources to support the project is projected to double in first 2 to 3 years of the program and triple by year 4 and 5. We estimate the program will initiate with a range of 3 to 6 experienced individuals, as presented in the preliminary timeline [included in the attached Sources Sought Narrative]. I. Phased Program Management Consultation services and review of schedule, cost estimate, delivery strategy and constructability of projects within the program. Development and alignment on program governance structure Cross training on project control process, software and reporting requirements Procurement and contract management support Administration of the program Construction quality control Construction management and development of integrated construction schedule Project closeout II. Staff Augmentation Auto CAD Drafter Building/Specialty Construction Inspectors Construction Cost Estimator Construction Document Reviewer (Code Compliance) Construction Managers Construction Quality Assurance Construction Safety Specialist Commissioning (Cx) Engineer Field Construction Managers General Engineering support (e.g. electrical, mechanical, civil) to facilities GIS Specialist Project Control Specialist Project Engineers Project Managers Risk Manager/Safety Engineer Scheduler Smart Controls Specialist (Data Analytics and AI/ML focused) Specialized Engineering and Science support (e.g cryogenics, lasers, clean room design, etc) 4. Acquisition and Delivery SLAC is currently planning to procure the Strategic Program Management in a competitive Best Value Trade-off in a two-step process. The first round will determine the most qualified, followed by the second round to negotiate with most qualified. SLAC plans on awarding a 5 year Base award with Options to extend an additional 2 to 5 years to a single Strategic Program Management subcontractor. SLAC is considering firm fix price contract for the core team. Additional services will be authorized via Task Orders released under the IDIQ subcontract on an annual basis. 5. The Ideal Partner Promotes a culture that embraces safety, quality and schedule, in that order. Ability to work and integrate with mature owner in complex laboratory and light industrial campus. Experience in coordinating complex projects in cross-functional environment of engineers, field construction managers, project managers, scientists, onsite union shops and other professional services and construction subcontractors. Experience in managing program of similar scale with multiple funding sources. Ability to transfer knowledge and cross training team members to ensure long-term success of SLAC Ability to hire and retain top talent core team. Effectively manage continuity of skilled professionals. Experience in working on Federal projects preferably for the Department of Energy. Potential to provide Engineers with specific accelerator-related experience/skills: e.g., lasers, cryogenic and superconducting facilities. 6. Request for Industry Input In order to improve the solicitation, SLAC would like to seek industry input on the following prior to procurement of the above services. What are the key elements for success when implementing program management for an Owner similar to SLAC? What are suggestions for structuring the contract to retain key staff for continuity of operations and maintain corporate knowledge and to reduce turnover? What delivery model for program management is preferred and feasible under federal contracting regulations? What other types of financial subcontract delivery models have you used; .e.g., firm fixed price, cost reimbursement, etc. In addition to safety, quality and schedule performance, what other evaluation criteria could be considered to measure success of the program?
