SLAC is looking for a qualified and experienced Architectural & Engineering (A&E) Design Team to work closely with SLAC to deliver a high-quality engineering services and designs which should meet the CRMF project requirements, the Laboratory standards, and governing codes. The project consists of Conceptual Design Report of CRMF Facility and evaluation of potential two sites within SLAC Campus. This scope of work involves site evaluation, planning and development, removal of an existing building structure, services including civil, mechanical, and electrical utility systems to provide new infrastructure services to CRMF facility. Project requirements includes but is not limited to the following: Section 1 - Introduction contains background on the Laboratory, proposed project location, and operation of the CRMF facility. Section 2 - CRMF Project Scope contains excerpts from the CRMF Feasibility Report (FR) prepared in 2019. The discussion includes portions of the various site infrastructure systems that will require some site modification to meet the CRMF Project requirements. The Feasibility Report was prepared for other site locations and shall be used as reference. Section 3 - Project Cost contains the Laboratory’s design to cost requirement for the scope; the requirement to provide scope contingency; the process for validating the A/E cost estimate; and cost change reporting requirements. Section 4 - Schedule contains the performance schedule for the design contract. Section 5 - Quality Control Plan contains the Quality Assurance/Quality Control requirements for this contract. Section 6 - Architect and Engineering Tasks list the general tasks to be completed by the selected Architect/Engineering firm or team of firms (A/E). Section 7 - Sustainable Design contains the sustainability requirements for this contract. Section 8 - SLAC Injury and Illness Prevention Program (IIPP), required by SLAC to meet its regulatory and contractual requirements. Within this program are the environmental and safety requirements including a link to SLAC’s Environmental, Health and Safety website for additional information, requirements, and policies and procedures. Section 9 - Reference Standards contains the codes and standards applicable to this contract. Section 10 - Attachments contains the deliverable matrix, Attachment "A", and a list of other attachments and references for this Statement of Work. In summary, the Infrastructure system(s) conceptual designs to be provided shall include civil/structural, architectural, mechanical wet and dry side systems, and electrical power distribution. The Room Data Sheets (RDS) listed in section 10.2 will be provided after award. The successful A/E firm shall provide a comprehensive CDR report and supporting documents to support the future detailed design of infrastructure for the testing, repair, and maintenance of Cryomodules in a new CRMF facility.

Purpose of Project: SLAC is looking for a qualified and experienced Engineering and Architectural Design Team (E&A) to work closely with SLAC to provide us the highest quality, collaborative, energy-saving/sustainable, creative, and optimal site utility master plan and systems design for the CUIR project. Project requirements: Prepare a site utility master plan to provide a complete Conceptual Design Report (CDR) per DOE order 413.3B for SLAC’s use in our DOE reviews and Request for Proposal for a Design-Build team to complete the design and construction of this entire project. The primary objective of the Critical Utility Infrastructure Revitalization (CUIR) project is to reduce risks and close the capability gaps identified in our infrastructure condition assessments, studies and surveys as they relate to SLAC’s stormwater, sanitary sewer, domestic water/fire protection, electrical, and various cooling water systems. The following key capability gaps through the completion of a site utility master plan need to be addressed to achieve this multi-program effort: Underground domestic water/fire protection, sanitary sewer, and stormwater drain systems site-wide have degraded severely in corrosive soils. The existence of inoperable valves and have frequent breakage due to root intrusion and earth movement over time. Electrical disturbances caused by voltage sags, transients, and faults have frequently impacted science site wide and caused unscheduled accelerator down time. Electrical systems with non-operable or unsafe electrical components require a broader outage to respond and repair, which impact ongoing science and the greater SLAC population. Work-around and administrative controls placed around equipment and systems which are underrated, not operating as intended, nor designed/operational for today’s science needs create tremendous inefficiencies, safety concerns, and sub-optimize operations. Cooling tower water interruptions and utility piping breaks have frequently impacted science along the linac. Existing cooling towers and piping system configurations are inefficient, and lack reliability and maintainability due to insufficient mechanical controls and minimal redundancy. E&A firm will conduct a risk based prioritization of utility systems projects with SLAC Subject Matter Experts (SMEs) and provide base scope with potential bid options that will be reviewed by SLAC. E&A team is responsible for site reviews and guidance to SLAC on final project scope selection.
