PLEASE DO NOT SUBMIT PROPOSALS AT THIS TIME. While the DRAFT RFP package has been included with this post for your reference, the RFP has NOT yet been released and is NOT an ACTIVE RFP at this time. This posting is to gauge interest from potential sources who may be interested in bidding on the project. *****Interested Vendors should express their interest on the Interested Vendors List through this SAM.gov posting.***** Please see attached file included in this Sources Sought posting which includes the DRAFT RFP and DRAFT RFP attachments (Draft SOW, Draft Project Specifications, and Draft Drawings, etc.). These are DRAFT DOCUMENTS ONLY and are all subject to change when the formal RFP is released. The Subcontractor shall furnish all labor, materials, tools, equipment, and incidentals necessary to perform the following scope of work: SLAC is seeking a qualified general contractor (hereby referred to as “Subcontractor”) to award a construction subcontract to perform Phase 2 site restoration work. The subcontractor scope of work is to complete this site restoration work at Area 1 of the old Bone Yard at SLAC that will support the CRMF MOU. Please refer to the subsequent sections for additional context and information. Subcontractor must submit all Safety and Technical submittals to SLAC for review and approval. Within the requirements of the Subcontract, per the schedule as defined in this Statement of Work, SLAC will issue a formal Notice to Proceed (NTP), and the subcontractor can then begin construction. 2 - Scope of Work The subcontractor is required to provide employees who are trained and experienced in performing the site restoration and demolition work required for this project. The scope of work for this project is bulleted below. In order to align on responsibilities for scope, each sub-bullet specifies exactly what work (a) will be performed by the subcontractor and (b) work to be performed by SLAC. If (b) is not listed for an individual bullet of scope, then there is no scope of work to be completed by SLAC. Please refer to the “Exclusions” section for work that is not included. 1. Survey (REQUIRED SCOPE) – Complete GPR scan/survey in the entirety of the area shown on the civil site plan on Addendum A to (i) verify the existing site conditions and information provided and (ii) confirm if there are or are not any existing utilities and/or buried acetylene tanks in the work area. a. Subcontractor to perform GPR scan/survey work. In the event utilities are identified, the subcontractor will need to mark the utilities out and extra caution will be necessary when performing the rest of the scope of work outlined in this section. In the event buried acetylene tanks in the work area are discovered, please refer to the “Excavation, Removal,Inspection, & Disposal of Buried Tanks (POTENTIAL SCOPE ONLY IF NECESSARY)” section further below. 2. Demo of Paving/Asphalt (REQUIRED SCOPE) – Demolish, remove, and dispose of existing paving/asphalt (including any baserock material) that is shown in Addendum A. Soil reports based on boring samples in the area indicate that there may be base rock below the existing asphalt at Area 1 of the Boneyard. This base rock directly below the asphalt will also need to be removed and disposed of. a. Subcontractor to perform demo, removal, and disposal work of existing paving/asphalt (including any baserock material). Materials to be disposed of as Class II waste –coordination with SLAC’s WM team as necessary. 3. 6” Scrape (REQUIRED SCOPE) – Scrape, remove, and dispose of the top six (6) inches of soil shown in the area/boundary of the site shown in the dashed lines in Addendum A. In the event base rock is encountered when performing the 6” scrape work, this base rock will also need to be removed and disposed of. It is important to note that the top six (6) inches of soil cannot be moved to a stockpile area at SLAC and cannot be reused as backfill. a. Subcontractor to perform scrape, removal, and disposal work. The top 6 inches of excavated material (and any baserock) must be disposed of as Class II waste in a landfill through SLAC WM. 4. Leveling (REQUIRED SCOPE) – Level the area/boundary of the site shown in the dashed lines in Addendum A to align with the “Finished Grade” points. a. Subcontractor to perform the leveling work. Soil from deeper than 6” below the ground surface (or below the baserock, as in the asphalt-paved area) may be reused within the project site. Any low areas that need to be raised shall use non-native engineered fill, complying with Addendum B. In the event any sub-surface sandstone and other materials (outlined in greater detail in the “Sub-Surface Sandstone and Additional Materials (POTENTIAL SCOPE ONLY IF NECESSARY)” section below) are encountered during this leveling work, please refer to this section further below for more information. 5. Backfill & Compaction (REQUIRED SCOPE) - The area shown in Addendum A should be backfilled and compacted to align with the “Finished Grade” points in Addendum A. Backfill should be compacted to at least 90%. This backfill & compaction work should occur in “lifts” not greater than 12”. Certified virgin fill material from a quarry will need to be used when backfilling & compacting. Please also note that soil from deeper than 6” below the ground surface (or below the baserock, as in the asphalt-paved area) may be reused within the project site. a. Subcontractor to complete this backfill and compacting work. Ahead of completing this work, subcontractor will submit a submittal for SLAC’s review/approval that includes specifications and methodologies for how subcontractor plans to complete the backfill and compacting work. b. SLAC will hire a third-party vendor to perform soils compaction testing to assure the correct compaction is completed by the subcontractor. 6. Erosion/Sediment Control & Soil Stabilization (REQUIRED SCOPE) – Following the leveling work, the perimeter areas of the site that are sloped should (i) have wattles installed that are equidistant from one another and/or (ii) have hydraulic mulching or a sprayed soil binder installed. It is important to note that this erosion/sediment control and soil stabilization work should not occur to the area in the middle of the project site at Area 1 of the Boneyard. This scope is only applicable to the areas around the perimeter that are sloped following the leveling work outlined above. a. Subcontractor to complete this erosion/sediment control and soil stabilization work. Ahead of completing this work, subcontractor will submit submittals for the wattles, hydraulic mulchin, and sprayed soil binder for SLAC’s review/approval. 7. Street Sweeping (REQUIRED SCOPE) – Street sweeping will be required daily following the completion of site restoration construction work on a daily basis. This is to ensure protection of the condition of North Access Road and other applicable roads/streets within the SLAC campus that lead to the Alpine Gate or the Main Entrance along Sand Hill Road to prevent damage and erosion during construction. Please provide unit cost for daily street sweeping, and please use the scale in Addendum C to estimate costs for street sweeping from the project location to either Alpine Gate or the SLAC entrance at Sand Hill Road. a. Subcontractor to complete this street sweeping work on a daily basis. 8. Demo & Removal of Stakes (REQUIRED SCOPE) – The demo and removal of existing wooden and metal stakes that are roughly 3-4 feet deep and are located within the proposed area of work will be required to be completed by the subcontractor. a. Subcontractor to complete this demo & removal of stakes. 9. Clearing of Remaining Vegetation (POTENTIAL SCOPE ONLY IF NECESSARY) – Area 1 of the Boneyard should have all vegetation removed in the work area by the time of construction start for Phase 2. In the event there are any miscellaneous bushes, brush, and roots that need to be removed in Area 1 of the Boneyard, please provide unit cost for this vegetation demolition. a. Subcontractor to complete this demolition work for any miscellaneous bushes, brush, and roots that may remain. 10. Excavation, Removal, Inspection, & Disposal of Buried Tanks (POTENTIAL SCOPE ONLY IF NECESSARY) – In the event any underground acetylene tanks are discovered, the areas containing the tanks will need to be excavated and the buried tanks will need to be removed, inspected, and disposed of. The inspection of the tanks will determine if the tanks are valved or devalved. Please refer to the “Considerations” section below for steps to complete on if the tanks are valved or devalved, and please refer to the “Referenced Standard & Attachments” section for excavation construction & safety requirements. Provide costs for removal of just one of the buried tanks. All other buried tanks (should they exist) will be treated on a case-by-case basis with field change orders. a. In the event any underground tanks are discovered, subcontractor to perform the excavation work. Subcontractor to remove the tanks from any excavated areas and keep on site at Area 1 of the Bone Yard for SLAC’s work outlined directly below. b. In the event the hydro vacuum or air vacuum used to excavate this area creates wet muddy sludge material that has to be treated as Class II waste, then the WM team will lead the efforts to dispose of this material (the WM team will also lead the efforts to dispose of any dry soil as well). SLAC’s WM team will inspect the tanks and work in coordination with the IH team, EP team, and overall ES&H team to (i) determine if the tanks are valved or devalved, (ii) determine if there is asbestos within the tanks, and (iii) perform a visual inspection and/or soil sampling to ensure that no contamination has affected the overall area. With or without asbestos, the WM team will dispose of the tanks and will coordinate with the IH team for any other asbestos requirements (i.e. inspections). 11. Sub-Surface Sandstone and Additional Materials (POTENTIAL SCOPE ONLY IF NECESSARY) – Based on boring samples taken at Area 1 of the Boneyard, sandstone and other materials may be present when the leveling work is taking place. If this occurs, these sub-surface materials (please refer to Addendum B for additional information on the boring locations and materials that may be present) will need to be demolished, removed, and disposed of. Please provide unit cost for demolition, removal, and disposal work of these sub-surface materials. a. Subcontractor to perform the demolition, removal, and disposal work of any the sub- surface materials that may be present when the leveling work is in the process being completed. Coordination with SLAC’s WM team as necessary for the disposal of these materials. All sandstone and additional materials that are broken down must be removed and not redistributed throughout the site – coordination with SLAC’s EP team as necessary. Subcontractor shall coordinate with SLAC Construction Manager (CM) to complete required Work Planning Control (WPC) and obtain release to execute construction tasks. Subcontractor shall provide protection to existing equipment as needed. The subcontractor must include all management, oversight, labor, tools, materials, tools, equipment, and other services needed to safely execute the work outlined in this SOW. The subcontractor is required to provide employees who are trained and experienced in performing the work required under the conditions existing for this project. A Supervisor having the authority to act as a representative for the subcontractor shall be on the job full-time during the course of work being performed. The subcontractor shall provide personal protective equipment for all subcontractor personnel onsite, including steel toed footwear, hard hats, safety glasses, work gloves, and reflective vests. Please refer to the “Referenced Standards & Attachments” section for additional information. The purpose of this documents is to describe the intended results of the work, identify certain reference standards, and provide certain technical details. Where standards are not specified, the subcontractor shall perform the work in accordance with the best general construction practices and industry standards, codes, and provide all new materials and workmanship of the first quality. Where the specifications do not provide complete details, the subcontractor shall provide a submittal to the University for prior approval, showing the details of the planned method for meeting the Subcontract requirements. ***The period of performance for this project for Phase 2 site restoration work is estimated for construction to begin around December 2024 and is estimated for construction to complete around April 2025. SLAC is seeking qualified and experienced General Contractors for the upcoming Phase 2 - S11 Site Restoration RFP. Potential bidders will need to meet all necessary criteria outlined in Step 1 Qualification Submittals contained in Section L of the DRAFT RFP. A partial list of the criteria outlined in Step 1 of Section L include the following: • A current and valid California Contractor's License appropriate to Offeror’s trade. • A local office in the San Francisco Bay Area, CA for a minimum of three years. • Experience working at Department of Energy (DOE) and/or Department of Defense (DOD) and/or a Federal Facility. • Documented experience managing Construction projects of a comparable size. • Previous experience executing projects in the field of pre-mobilization activities, demolition, traffic mitigation, street sweeping activities, material staging and transport, equipment staging and transport, work practices in and out about adjacent operations, noise mitigation, maintenance of as-built drawings, inspection and test plan, waste disposal, and demobilization executed in the past 5 years in and around the San Francisco Bay Area, CA. SLAC National Accelerator Laboratory (SLAC) is operated by Stanford University as a contractor for the United States Department of Energy (DOE) Office of Science (SC). SLAC supports a large national and international community of scientific users performing innovative research in support of the DOE mission. Success of that mission is directly coupled to the general purpose infrastructure necessary to conduct this research. At SLAC, the accomplishment of that mission is currently at risk given sub-standard buildings that do not provide the appropriate environment to conduct world-class science or the supporting Management and Operations (M&O) functions.
