SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. Hello , SLAC National Accelerator Laboratory has a requirement for the following item(s) listed below. Required item(s) listed below: 1.) Flip Chip Bonding of Various ASICS and Sensors for Tender X-ray Imaging Statement of Work attached for Requisition # 331253 Quote is for product only; no on-site services permitted. Source selection will be based on Lowest Priced Technically Acceptable. See technical evaluation criteria below: 1. Ability to meet technical requirements. The Offeror’s data package will be evaluated to confirm that it demonstrates the Offeror’s ability to manufacture and demonstrate compliance for the production assembly of the flip-chip modules. Supports that meet the technical specifications set out in the Statement of Work. 1.1 The University will evaluate the Offeror’s ability to produce the quantity per the requisition to meet the physical specification requirements. 2. Testing and Inspection. The University will evaluate the Offeror’s plan showing the ability to perform x-ray microscopic inspections of the bonded modules to assure the bump connection yield stated in the SOW. 3. Schedule and Delivery Date. The University will evaluate the Offeror’s submitted schedule on how it meets the University’s project schedule for final delivery, which includes a breakdown of work, manufacturing, procurement of long lead equipment, and activities such as inspection. 4. Manufacturing capabilities and capacity. The University will evaluate the Offeror’s plan that demonstrates the Offeror’s resources and project management support are adequate to deliver the system on schedule, using a quality controlled manufacturing process. Proposals must demonstrate that the Offeror possesses adequate procurement capabilities, fabrication facilities and testing facilities to execute the subcontract. 5. Past performance. The University will evaluate the Offeror’s documentation of prior manufacturing and testing for at least 2 similar/comparable assemblies as close to the specifications in the attached SOW as possible, and delivered in quantity and on a schedule closest to the quantity and schedule as specified in the attached SOW, Offerors with no relevant past or present performance history shall receive the rating “Unknown Confidence”.
