Lawrence Livermore National Security, LLC (“LLNS”) issues this Request for Information (“RFI”) to solicit the submittals of responses for innovative food service options for each of its locations. LLNS is seeking submittals from licensed, experienced, responsible and qualified Food Service Vendors who have a proven history of delivering food service and catering options to either public or private sector organizations/companies. This RFI is issued solely for informational and planning purposes. This RFI is not a solicitation or a promise to issue a solicitation in the future. Further, LLNS is not at this time seeking proposals. This RFI does not commit LLNS to subcontract for any supply or service whatsoever. Interested parties responding to this RFI are advised that LLNS will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future requests for proposal, if any is issued. Scope of Services Lawrence Livermore National Security, LLC (LLNS) manages Lawrence Livermore National Laboratory (LLNL) for the Department of Energy/National Nuclear Security Administration (DOE/NNSA). LLNL consists of two locations: (1) the “Livermore Site” which is located in California’s Tri-Valley region in the city of Livermore, California, 50 miles east of San Francisco near Interstate 580, and (2) “Site 300” which is an experimental test site operated by LLNS for DOE/NNSA and is located approximately six miles southwest of downtown Tracy, California and 15 miles southeast of Livermore. The Subcontractor shall provide, on a full cost recovery basis (no subsidies), dining and catering services to both LLNL locations. Dining services include both stationary and non-stationary locations throughout the Livermore Site. The Livermore Site and Site 300 sites require both dining and catering services. Services may also be required at other local locations where LLNS business may occur. The Livermore Site currently has two dining centers, West Café and Central Café. During the work week, approximately 8,000 people are on-site (approximately 200 of which work at Site 300) who may utilize food services. LLNS employees are on-site Monday through Friday between the hours of 6:30am and 5:30pm excluding LLNS observed holidays. During holidays, the services may not be required or may be minimized as determined by the LLNS Technical Representative. Response Requirements The following qualities and capabilities are considered important to LLNS for potential bidders to adequately perform this service as required. Please provide information back on the following subject matters, as well as any unique services that you offer. Ability to provide innovative food options and marketing to include, at a minimum, breakfast and lunch food service and a coffee program in the Central Café, West Café, and Site 300, or, provide an alternative that will accomplish the same results as service in the Cafés for the same or greater number of LLNL employees. Ability to accept cash, checks, credit/debit cards, cashless payment system, and Subcontractor issued coupons or vouchers. Responsibility for maintaining all LLNL areas used in the performance of its operations, including walls, floors, doors, furnishings, fixtures and equipment, in a clean, neat, sanitary and safe condition at all times Provide skilled personnel, in adequate numbers, to effectively support the requirements. The Subcontractor will be responsible for recruiting, training, supervising and disciplining all its personnel and, when necessary, discharge any personnel working in food service facilities on-site. In addition, the Subcontractor shall require its personnel to comply with all training requirements and safety regulations. Provide catering services, including at a minimum two catering delivery vehicles. From time to time, LLNS hosts important guests for both informal and formal events, such as receptions, luncheons, and dinners that require a high level of professional service and a sophisticated menu. The Subcontractor shall provide a staff for these events that is qualified to provide this level of meals and services, including a high level of culinary and service skills.
