Seeking an individual with specific expertise to support Pacific Northwest National Laboratory’s (PNNL) National Nuclear Security Administration (NNSA) Office of Defense Nuclear Security (DNS) sponsor. Interested entities will propose an individual who is a recognized subject matter expert (SME) in the Material Control and Accountability (MC&A) security topical area. Effective contribution to PNNL’s NNSA sponsor support requires SMEs who can demonstrate comprehensive understanding of the unique NNSA environment and the NNSA Nuclear Security Enterprise (NSE). This understanding includes documented, first-hand familiarity of NNSA security programs and proven expertise with operations within a Category I special nuclear materials processing facility. A primary function of this position will be updating current MC&A training and presenting the training to NNSA contractor sites, plants, and laboratories. The SMEs must be familiar with plant/site operations at NNSA Cat processing facilities and understand how these operations create highly complex, operationally unique, security implementation challenges. Responsibilities: Must have in-depth knowledge of NNSA site operations and the gamut of MC&A requirements, specifically related to processing of Category I special nuclear materials Have the field experience to update existing training documentation and present the training to field operators Minimum Qualifications: Extensive experience working in and evaluating NNSA MC&A security programs. Ideally the SME will have first-hand knowledge of NNSA Category I SNM processing operations. Experience with MC&A performance assurance assessments Experience with material balance area (MBA) requirements and management roles Knowledge of Local Area Nuclear Material Accounting Software (LANMAS) as deployed at Category I SNM processing operations. Termination of Safeguards and Site-Wide Roll-Up experience Must be a U. S. citizen Desired Qualifications: DOE National Training Center (NTC) Basic Instructor Training (BIT) DOE National Training Center Professional Enhancement Program completion or equivalent course completions
